By the Associated Press. LAREDO, Tex., December 16.—Offi- cial intervention by the United States Government has assured Plutarco Elias Calles, former President of Mexico, im- munity from arrest on a charge of con- spiracy to murder when he passes through Laredo this week. This was certain yesterday after a week during which District Attorney John A. Valls was undecided whether he should serve the warrant for Calles’ matic status of the visitor. Plans are Countermanded. The uncertainty prevailed until late Saturday, when last-minute prepara- tions to arrest Calles between San An- tonio and Laredo were countermanded as Valls received definite and specific information in a telegram signed by Secretary of State Henry L. Stimson. The Secretary of State expressed dis- belief that any officer would be willing to take action which would militate against the diplomatic status of the dis-{ tinguished visitor, and asserted the Government would taite “whatever steps were necessary” to protect Calles. Valls had instructed the sheriff to in-! tercept Calles’ train at a point between San Antonio and Laredo and bring him here by automobile to stand trial for conspiracy in the murder of Gen. Lucio Blanco, whose body, handcuffed to that of another Mexican officer, was found in the Rio Grande River July 8, 1922. Valls “Warns” Officials. Forced to abandon his planned ar- rest, Valls made it clear that his re- cession was only temporary. JERUSALEM, December 16.—The correspondent of the Jewish Telegraphic Agency reported yesterday that Chief Rabbi Abraham Kook told the Palestine government it ought to abolish the “hu- miliating” conditions to which the Jews who go to pray at the Wailing Wall are subjected. Rabbi Kook was being examined by Sir Boyd Merriman, chief consul for the Jews, at a session of the inquiry commission into the Arab-Jewish disorders in August. ‘The fifth day of the examination of the Jewish witnesses began with the venerable rabbi’s elaborate evidence and with the testimony of Solomon Horowitz, a member of the temporaiy Zionist executive during the riots. Rab- bi Kook affirmed the Jewish rights to the Wailing Wall and Horowi'z accused the Luke administration of having been dilatory in protecting the Jews. Rabbi Kook went to the hearing with a royal entourage of three cars and a group of kavas (attendants of religious dignitaries and consuls) in oriental dress. The rabbi wore his silk_kaftan. His secretary was dressed in Western style.
