LABOR FEDERATI PLANSSOTH DRV President Told Organizers Campaign Will Be Largest Ever Launched. The American Federation of Labor's organization of Southern industrial workers, described by its officers as the most extensive of its kind ever inaugu- rated by labor, will get under way at Charlotte, N. C., January 6, at a meet- ing of organizers called by Willlam Green, president of the American fed- eration, On the basis of data collected by officials of various State federations of | 1 " r & labor, the meeting will plan a campaign for organizing wage earners that is to extend to all trades and occupations. Mr. Green will preside at the confer- ences. Green's Letter Quoted. In a letter to officials of all inter- national labor unions announcing the meeting, Green said: “We hope to make a preliminary survey of the situation at this time to consider plans and policies, to appraise the situation as fully and completely as possible, to take into consideration all the problems with which we will be called upon to deal and to formu- iate our plans and policies to be fol- Jowed in the organizing campaign in the South.” Future Plans Outlined. At the @harlotte meeting a South- ern city will be designated as perma- nent headquarters, to which reports will be sent daily by the organizers from the places at which they are sta- toned. Following the conference Green plans to go to St. Petersburg, Fla., where the executive council of the American Fed- eration of Labor meets in January. Then he intends to visit in various Southern cities and deliver addresses to meetings of wage earners. The organization campaign is ex- pected to extend over several months. CHIEF Keefer and Quinn Won Congres- | sional Medal of Honor in Span- ish American War. ‘Two Washngtonians who were citea for exceptional bravery in action during the Spanish-American War have been named aides-de-camp to Hezekiah N. Duff of Lansing, Mich., national com- mander of the Veterans of Foreign ‘Wars. ‘The veterans are Phillip B. Keefer of 21 Sixth street northeast, who won the Congressional Medal of Honor while a member of the crew of the U. S. 8. Iowa off Santiago, Cuba, July 20, 1898, and Peter H. Quinn of 747 Kentucky avenue southeast, who won the same honor while a member of Company L, 4th Cavalry, in Cuba. Both men are members of local posts of the V. F. W. 50 DOGS WILL COMPETE. Mrs. Todd, the wife of Aston Todd of the Washington Post Office, was @ member the All Souls’ Episcopal Church, the Eastern Star, and the United Daughters of the Confederacy. Mrs. Todd was the daughter of the late James Small, former sealer of weights and measures for the District. Besides her husband, she is sur- vived by one brother, Joseph Small, and three sisters, Mrs. R. O. Rudd, Mrs. J. " ige and Mrs. E. L. Edelen, all of ‘Washington. ODENTHAL RESIGNS AS CLUB SECRETARY Executive Will Become Sales Man- ager of Electrical Research Products Company. The City Club announced today that H. J. Odenthal, executive secretary for the last three years, has resigned to become sales manager in the Washing- ton office of the Electrical Research Products Co., a subsidiary of the American Telephone & Telegraph Co. The )‘leslgmlflon becomes effective Jan- uary 1. Mr. Odenthal has had the manage- ment of all the club's activities in the last year. Prior to that time he de- voted his time to organizing new ac- tivities for the membership and editing the City Club Tribune. He also has been rctive in civic movements. For a short period last year Mr. Odenthal left the club to serve as a division chief in the Department of Commerce, but re- turned. It was said at the City Club that Hugh E. By the Associated Press. KANSAS CITY, Kans,, December 16. —Former Senator James A. Reed of Missouri, who as chairman of the Sen- ate campaign funds inyestigating com- mittee was famous as an inquisitor and prosecutor, will appear today with six of his legal associates in the little court room of District Judge W. H. McCamish to answer a citation for contempt of court. The seven barristers were cited by Judge McCamish last week after they had obtained a Federal Court restrain- ing order against recelvers appointed by Judge McCamish for the Federal Reserve Life Insurance Co. The court of Judge McCamish is a State court, and he argues that a Fed- eral district court cannot assume ju- risdiction after the State court had acted in a case, Reed and his assoclates acted for the Fire Insurance Co. of Chicago, a ma- jority stockholder in the Federal Re- serve, a $10,000,000 institution. Former Senator Reed, who returned yesterday from a hunting trip in Texas, immediately went into conference with the other six attorneys. They would not. discuss the case. Attorneys cited with Reed are Fred J. Cobertson, former United States at- torney for Kansas; James Taylor, Massey Holmes, Joseph H. Brady, E. R. Sloan and E. H. Henning.
