Tucker to express disapproval of the proposal was not acted upon when it was found there were not a sufficient number of the assoclate delegates | present to constitute a quorum for & | vote. ‘Mr. Tucker, who introduced the resolution, referring to the children, | flechred “If they are not fit to go through the course, they ought to be expelled. If they go through they ought not to be kept from getting their diplomas.” Discuss Fraternities. The much-discussed issue of school fraternities also came up during the discussion when George M. Moore de- clared that what a boy does after school is the “boy's business and his parents’.” Benjamin S. Elliott countered with a defense of rules forbidding secret or- ganizations, declaring, in effect, that dangerous cliques develop as & ‘result, which means “interference with your boy and mine.” F. C. Stelzer, in a brief address, stressed the importance of developing hg‘r};iby and integrity among school cl The Board of Education is to con- sider further the proposal regarding the gnhhaldmg of diplomas, at an early Urge Full-Time Sessions. The association adopted a resolution urging the Board of Education to take action at the earliest possible moment to remedy the condition whereby sev- eral hundred third-grade children have to be carried as part-time pupils and to arrange for full-time classes for them. Letters of from H. S. Byrant, former pmldenc of the associa- tion and chairman it ative committee, and from Art.hur Red- field were read. An address was delivered at the meet- ing by Dr. Stanwood Cobb, president of the National sociation, whose subject was “The New Education and the ‘hild Psy- chology.” He stressed the importa of pnctlal methods of educnhn bem: employed in the schools and the of developing initiative aman’ children. Wood, president the Dis- trict of Columbia Public School Asso- ciation, JAPAN ACCUSES 825 “REDS” OF PLOTTING Government Lifts Ban on News of ‘Wholesale Round-up Be- gun in 1928, By the Associated Press. ‘TOKIO, November 7. — Examination since the | wholesale round-up of March, 1928, | having been completed, the ban on publicity was lifted today and it was officially stated that 825 Communists have been formally charged with plot- ting. These include 483 arrested in the first raid, 295 on Apru 16, 1929, and 47 between these dates. The raid in April took place after it had been ascertained to the satisfaction of the authorities that 20 trained Com- munists from a special school in Mos- cow had secretly returned to Japan and were engaged in reorganizing Com- munist activity. Although it is thought that all the ringleaders were arrested, the judicial authorities state they believe it possible that sporadic attempts may be made to reorganize the movement.
