L CHILD AID GROUP TAKES UP PROGRAM Subcommittee Headed by/| Wilbur Holds Initial Meet- ing With Hoover. The public health organizations group of the White House conference on child welfare and protection held an initial meeting with President Hoover today, largely to canvass the ground which will be covered. This group is & subcommittee of the general conference of which Secretary Wilbur is chairman, and includes in its membership Dr. Joel T. Boone, the White House physician. Th: subjects discussed include pos- sible legislation by which the Govern- ment could aid State organizations in creating and maintaining adequate heaith establishments. Secretary Wilbur announced yester- day that H. E. Barnard, director of the planning committee, who were drawn from all types of organizations en d in welfare work, finished three mont! work recently by recommending the most complete study possible of all work being done for the advancement of the child, from which suggestions will be‘ drawn for future action. Work In Four Sections. The work of the conference has been divided into four major sections; medi- cal service, headed bg Dr. Samuel McC. Hamill of Philadelpnia; public health service and administration, Surg. Gen. Hugh 8. Cumming, chairman; educa- tion and training, headed by Dr. F. J. Kelly, president of the University of Idaho, and study of the handicapped child, to be directed by C. C. Carstens, director of the Child Welhre League of America. Under each of the major sections have been placed certain particular phases of child study, each with a chairman reco&nmd as an authority on the subject. Under the medical service division will come pre-natal and ma- ternal care, medical care of children and study of child growth and de- velopment g ublic health division will study pubua ealth organisation, communic- able disease control and milk produc- tion and control.
