Reserves battled a crowd of 2,000 hites and N in Harlem last night when police attempted to break [up a Communist open-air meeting 'which they said was being held without & permit. Eight were arrested. The meeting had been called to further the candidacy of a Negro Communist can- didate for Congress. Earlier in the day 20 were arrested, including Robert Minor, editor of the Daily Worker, a radical publication, [during a Communist demonstration in front of the Mexican consulate on ‘Thirty-fourth street, near the Penn- sylvania Station. The battle was precipitated when a imounted patrolman pulled a speaker from: a packing case. Another prompt- ly mounted the box and attempted to speak. Orators and arrests followed in quick succession until nine had been ulled from the makeshift rostrum. g'he speakers attacked the Mexican gov- ernment for deportation of radicals. The disturbance attracted a crowd 'which blocked noouday traffic in one of the most congested midtown sections and was not quelled until reserves ar- rived.
