Ramsay Mac-| Donald, the British premier, on the latter's visit next month, From an authoritative source it has been learned that President Hoover has this remote and attractive spot in mind | as an ideal place to talk over with Premier MacDonald the various prob- lems affecting the relations of their Tespective nations, and there is every | reason to feel that such a background would be to the liking of Mr. Mac- Donald. Not only is the premier a native of the Scotch highlands and a lover of the outdoors and one who has no taste for formal occasions, but it was amid ust such informal surroundings that e recently recelved Ambassador Dawes, who discussed with him the question of agreement upon a principle to govern the two nations in the formal disarmament conference to be heid in December, President Hoover's retreat on the ‘headwaters of the Rapidan River, where he spent so many week ends during the Summer and where he is today, commends itself to the President for his sessions with the British premier, because of the quiet and seclus that would be afforded. Moreover, these two men could very happily mix a little recreation with the more serious pur- poses of their outing. Mr. MacDonald is fond of grouse shooting. It is likely that he would be treated to the Amer- ican sport ot quail shooting while in the Blue Ridge Mountains. The quail are now most plentiful in that section. Make Plans for Entertainment. It is understood that during the visit to the camp this week end the President and Mrs. Hoover will make plans for entertaining the MacDonalds there next month. Premier MacDonald and his party will arrive in Washington, according to advices received at the White House, late Monday afternoon, October 4. This | will necessitate the premier coming to ‘Washington directly upon his landing in New York on the Berengaria that morning. From the moment he sets foot on American soil he will be the guest of the American Government. He is coming here on an official visit as vir- tually a sovereign ruler and will be treated accordingly. Guns and salutes and everything else that go with one of his rank on an official visit will be accorded him. He will be met upon landing in New York by Secretary of | State Stimson, as the official repre- sentative of the President, and proh- ably by the Secretaries of War and Navy and a number of high-rankiig. Army and Navy officers. The journey to Washington will be made in a special train. It is not un- likely that Mr. Hoover will be at the Union_Station to welcome the premier upon his arrival. At any rate, there will be a notable gathering of Govern- ment representatives on hand as of 1 greeters. A squadron of cavalry from Fort Myer will act as official escort from the sta- tion to the British embassy, where Mr. MacDonald and his daughter are ex- pected to make their home while in Washington. In compliance with dip- lomatic formalities, they will make a formal call upon the President and Mrs. Hoover as soon as possible after their arrival. Thelir call probably will be re- turned an hour later by a similar one from the Prgsident and Mrs. Hoover. With this fermality disposed.of, snat= ters will become morée informal. Both President Hoover and the premier are democratic to the very heart and so| far as is possible relations during this visit will conform to their tastes. Dinner Party Is Planned. During the premier’s stay the Presi- dent will give a dinner party in his Thonor. Not only was it learned yesterday that the President contemplates shift- ing the scene of his talks with Premier MacDonald from Washington to his mountain retreat, but it was said the President wants to go deeply into the entire range of Anglo-American re- lations. 1t is understood that the question of the British debt, refunded during Pres- ident Harding's administration, will be prominent among subjects discussed. It is thought that a visit to the tomb of George Washington at Mount Vernon and one to the Tomb of the Unknown Soldler at Arlington National Cemetery will be included. . Donovan Puts Fund, Estimate Into Final Form | at $46,000,000. ‘ ‘The District's unprecedented financial budget for the 1931 fiscal year was put in final form yesterday by Maj. Daniel J. Donovan, auditor and budget officer, and tomorrow it will be transmitted to ! the Budget Bureau by the Commis- sioners. In accordance with the instructions of the Budget Bureau, the Commis- sioners reduced the tentative budget figure from $48,000.000 to $46,000,000, the items represented in the $2,000,000 cut, however, will accompany the regu- Iar budget to the Budget Bureau as supplemental estimates. ‘The budget revision, it is understood, did not affect the estimates of the de- partment heads, as the reductions were made in the item for the acquisition of the remainder of the site for the municipal center. The last Congress appropriated $3,000,000 for the purchase of a portion of the municipal center area, and the tentative estimates of the | Commissioners contained an item of | $3,000,000 to complete the purchase. ‘The Commissioners, it was indicated, felt that a probable delay in acquiring the remainder of the site as is likely to happen by shifting the land pur- chase item to the supplemental esti- | mates will not jeopardize development of the center. The regular estimates, it | was said, contain $500,000 for beginning | construction of the first unit. It will be’ the Courts Building housing the Police, Juvenile and Municipal Courts and the office of the recorder of deeds. Hear on the budget before the Budget Bureau will not until October 21. Miss Nettie Greenwell of Falls Church was elected secretary- treasurer, succeeding Mrs. D. J. Gar- ber of Woodlawn, who has held that ofiice for a number of years, but who refused re-election. The nominating committee was composed of cne mem- ber from each circle with Mrs. John Bethume of Falls Church as chairman. The meeting was well attended and plans were perfected for entertaining the State convention of Kings Daugh- ters in Alexandria in October. The convention opened with an invocation by Rev. C. A. Langston, “ector of Po- hick Episcopal Church, with address of welcome by Mrs. A. Harmon Roberts of Accotink on behalf of Woodlawn Circle, and response by the presiding cfficer, Mrs. Ballenger. Mrs. Henry 8. Eley of Suffolk, State president, who was ex- pected to speak, was unable to attend. A musical program was presented, in- cluding a solo by Mrs. Egbert Th son, duet by Herbert Robert Walker, with plano acompani- ment by Mrs. Walker.
