FASCIST PARTY'S STAFF T0 BE CUT Mussolini Tells Grand As- sembly Membership Is Unwieldly. By the Associated Press. ROME, September 14 —Further changes in the Fascist dictatorship of Italy, following close on the sweeping reorganization of the cabinet, were out- lined today by Premier Benito Musso- lini in a speech to the Grand Assembiy of the party in the Venezia Palace. Although in the cabinet shakeup Mussolini retained only the interior portfolia of the eight cabinet posts he had occupied, he disclosed today that the composition of the Fascist Grand Council is to be modified to concentrats all powers in the hands of & few. He said that with the present 52 members of the council it was im) ible to dis- cuss or decide anything in secret. The general staff of the party Wfll therefore be reduced to a minimum. ‘To Be Organ of State. Heads G. A. R. EDWIN J. He minimized certain differ- encel of views between Rome and the Vatican, but emphasized that the change in the name of the ministry of public instruction to the ministry of national education was intended to con- firm in the most explicit manner that the n‘te alone has not only the right. but the duty to educate people instead of merely instructing them. Reclamation Results Big. Announcement was also made that the Fascist land reclamation scheme, which has long been a favorite project of Mussolini, will redeem 3,200,000 _acres, while irrigation works to the value of 374,000,000 lire (about $19,- 000,000) will be undertaken. The Fascist scheme of public works was said to have reduced the number of unem- ployed already from 789,000 to 201,000. Mussolini, as is usual in his public speeches to the party, extolled the prin- ciples of the Fascist regime as the first advance in political and social science which the twentieth century has seen. He reiterated that the dictatorship is a part of the Fascist doctrine by which the state is centered in one person who is complete master. Two-Way Heart Beat. The heart of a butterfly is in its back instead of its chest and consists merely of an enlargement in a long blood vessel. A beat will start at its rear end and travel forward, squeezing the blood on ahead of it. After repeating this several times the heart will pause, and then a beat will start at the fol rd end, sending the for the first time. sionally the beat will start in the mid- dle, sending the blood both ways.
