President Hoover soon will be called upon to pass judgment upon the latest | effort of American statesmen to bring about American adherence to the World | Court. | An agreement worked out by Emm‘ . and a number of foreign jurists | at Geneva which would pave the way for adherence by this Government is | expected shortly in Washingion and | will be turned over immediately to the | ‘White House by the State Department | for the President’s attention. The agreement deals with the reserva- | tion of the Scnate respecting advisory | opinions, and while some concern has | meen expressed by ,Senate leaders re- | garding the trend of the Root confer- ence in this field. the opinion holds among both Republican and Democratic Senators that Mr. Root e - perienced enough to safc; An n interests. Exchange of Views. The formula contrived by Mr. Root and his associates permits an_exchange | of views between the United States and | the League of Nations Council both be- fore and after the court has received a Tequest for an advisory opinion affecting the interest of this country. This is| intended to take the place of the Senate | Teservation which stipulated that ‘hpi court shall not entertain an opinion | in any matter in which the United | States has or claims to have an interest. Changes in the wording of this for- mula as originally proposed by Mr. Root, which were made at the sugges- fion of Sir Cecil Hurst of Great Britain, have caused a number of Senate leaders 10 €Xpress concern over its acceptability, but. along with the State Department, they bave expressed a willingness to await the text of the whole proposed protocol before arriving at any conclu- sions. Agreement on Wording. ‘The international jurists have reach- ed a tentative agreement on the word- ing of the protocol.
