NEW YORK, March 14.—The Spec- tator, an insurance journal, says in its} current issue that the homicide record | for 136 American cities for 1928 pre- fents much the same picture, except in certain details, as “the equally lamentable records for 1927.” Based on figures from local hoards of health, an article by Frederick L. Hoffman, consulting statistician for the Prudential Insurance Co., reports that among the 37,000,000 residents of these cities the homicide death rate for 1928 was 10.2 per 100,000, against 10.5 for the preceding year. Forty-nine cities showed an increase, while the remainder showed either de-| clines or no changes. Memphis, Tenn., had the highest rate in the country and other Southern cities made up the 10 leaders; Detroit led the cities of 1,000,000 population or more. Many cities had no homicides. Mr. Hoffman says the returns from eentain cities for the two years present an extraordinary contrast. In East St. Louis, TIl, for example, the number of homicides increased from 1 to 11. In Utica, N. Y., they decreased from 14 to 3, while in Yonkers, N. Y., they de- clined from 20 to none. ““At the present time,” Hoffman writes, *I am unable to explain these extraor- dinary changes, which, of course, may be the result of better law enforcement or law laxity, as the case may be.” Of the Southern cities with the high- est rates, Hoffman says they are places :‘wi(h a relatively large colored popula- on.” “But even when the rates are worked out for the two races separately,” he continues, “it is shown that both races THE EVENING STAR, WASHINGTON, D. The rate of these Southern cities, Hoflman points out, was “nearly four times as high as the country-at-large, while Memphis, with a homicide death rate more than six times as high as the average for all the cities combined.” The combined homicide rate fgr six cities of 1,000,000 population or more was only 10 per 100,000, against an av- erage of 38.6 per 100,000 for the 10 Southern cities. “The fact that Detroit has the high- est homicide death rate of the six largest ciiies is, of course, largely at- tributable to the Increasing colored pop- ulation of that city,” Hoffman states. Killings in Chicago increased from 14.1 in 1927 to 15.8 in 1928, Mr. Hofl- man says, and are therefore about 50 per cent in excess of the average for | the country as a whole. NEW YORK, March 14 (#).—Organi- zation of the National Motor Service Corporation to bring under centralized management and control passenger and freight motor service companies op- erating in large cities was announced yesterday. Sponsors of the project said they believed it was the first effort to or- motor service business as distinet from taxicab business and interstate bus lines. The corporation will acquire the stock of the Imperial Motor Service Corporation, operating in the New York metropolitan district.
