J, March 9.—F0r-. eign born residents who openly divide their allegiance between the United States and their native country were scored today by Paul V. McNutt, na tional commander of &1 America Legion, in a luncheon ss here. He urged a more strict enforcoment of the immigration so that the forelgn born can be assimilated and made into “responsible and responsive citizens.” It has become necessary, McNutt said. to watch the immigration situ- ation more carefully so that the Natio may_progress rapidly with its problem of "Americanizing the foreign born. “The Legion’s interest in immigra- tion problems.” he said. “has been stimulated by the activities of certain groups of foreign born. One of these groups is composed of individuals who openly declare their allegiance to two sovereigns; to the United States of America, of which they are natural- ized citizens, and to the sovereign of the land from whence they came. For generations this Nation has endured this situation. The American Legion believes that the time has come to rear a family here under the protec- tion of our institutions, that allegiance to the United States of America must be exclusive. “The other group consists of individ- uals connected with certain continent- al socleties which claim to hold se- cretly the allegiance of those persons who have become American citizens by naturalization. In that insidious fash- fon these societies have tried to build up groups of naturalized citizens who openly declare their allegiance to the United States. but who secretly give their allegiance to some foreign sov- ereign. “No man can serve two masters. No citizen can serve two sovereigns. No nation can suffer a divided allegiance. For those persons Who secretly give their loyalty and devotion to_some other sovereign, the American Legion says that the gate is open and that as far as we are concerned, we are willing to show them the way out to stay out forever. Bingham tonight announced his findings as arbitrator of the claims and counter-claims presented by the Burley Tobacco Growers' Co-operative Market- ing Assoclation, and by nine warehous- ing corporations which operated in six States. Mr. Bingham, whose decision is final, found that five warehousing corpora- tions are indebted to the co-operative association, as follows. Eastern Ken- Western Ken- ¥ Central Ken- tueky district, $144,000; Tennessee dis- trict, $7.500; Missouri district, $2,500. The total award to the association was $204,500. ‘The remaining four warehousing cor- porations were found to be entitled to a total of $98.500 from the association, divided as follows; Northern Kentucky district, $19,000; West Virginia district. $8,000; Indiana district, $42,000; Ohio district, $29,500. ‘The arbitrator, who is publisher of the Courier Journal and Louisville Times, directed that the payments bc made by March 31, or bear interest after that date. A corner’s jury returned a verdict of death due to natural gauses. Mrs. Burnham died in a hospital, February 1, two days after she had been akcn from her home complaining that ward T. Riley, a business gssociate, had given her liniment représented as liquor to drink. .
