By the Associated Press. FEZ, French Morocco, June 11.—De- cisive action against the invading Rif- flan tribesmen is regarded here as im- minent, due to Spain's intention to land a force, reported to number 20, 000 men, in an attempt to seize the naval base of Alhucemas, now held by the Moors. Abd-el-Krim is expected to oppose the Spanish attack to the utmost, and, apparently in preparation for the en- gagement, he has withdrawn “to the north a number of his best warriors, and has moved other chosen troops toward Adjir, where a council of war is reported to have been held. If these movements are confirmd, it is thought the French will abandon the defensive attitude they have pre. viously observed and assume the of- fensive. Civilians Ordered to Leave. Infiltrations of Yebala and Rhouna tribesmen in the Ouezzan sector re- cently became so serious that the French commander ordered evacua- tion of the civilian population of the town, and this was accomplished amid perfect order. (Ouezzan is in the western zone, near the border of Spanish Morocco.) The infiltrations are checked dur- ing the daytime with cavalry patrols and mobile groups operating between the French posts along the 200-mile front, but the tribesmen are able to slip through under cover of darkness. The Tafrant post has succeeded in repelling a violent attack by the tribesmen. JOINT ACTION DELAYED. Conference at Madrid Is Postponed Several Days. , PARIS, June 11 (#).—A Madrid dispatch to the Havas Agency today said the Franco-Spanish negotiations regarding proposed joint action by those countries against the tribes- men in Morocco, which it had been announced would commence at Mad- rid Monday, would note start until about the middle of the week. The serlousness of the drive of Abd-el-Krim's tribesmen Ouezzan, in the western zone of French Morocco, hear the border of the Spanish zone, was indicated here today by official information that all women and children had been sent out of Ouezzan. Official dispatches - from French headquarters in Morocco denied, however, that a general evacuation of all Ouezzan civilians had been ordered. HEADS POLICE ACADEMY. NEW YORK, June 11 &)—Wil- liam H.
