WASHINGTON, D. C., THURSDAY, JUNE 11, 192 MUSCLE SHOALS PLAN ABANDONED War Department Will Act on Advice of President’s Special Commission. _The War Department's proposals for a temporary lease of Muscle Shoals pending final disposition by Congress were aisapproved yesterday by the President’= speeial commission on the ground that a temporary lease might cause delay by Congress in establish- ing a final policy with respect to the great Alabama plant. Acting Secretary of War Davis an- nounced that the department would be governed by the commission's rec- emmendation. He has referred its communication to the chief of Army engineers for a study and report. While it has been determined to hold no public hearings, the commissioners will visit Muscle Shoals later in the Summer and before making its final recommendation to the President call in for questioning some of those who have expressed in writing their views as to the future policy. Power facillties at e Shoals will not be completed as early been_anticipated some months ago, members of the commission stating that it might be a month or two or three before the several units of tur- bines and generators can be put into successful operation The present expectation, however, is | I will be an added reason why Congress | almost exclusively by women. that the plant will be ready when Con- gress meets in December and that thi early will determine upon a policy— either of Government operation or of private lease. Chairman McKenzie and other mem- bers of the commission believe firmly that the Muscle Shoals project should be treated as a nitrate and not a | power project, as Congress intended it should in providing for its estab- lishment. They feel that if even a temporary power lease is granted the nitrate feature for national defense and for fertilizer for the farmers will be lost sight of forever. LONDON, June 11.—The House of Commons sat until nearly 4 o'clock this morning discussing various pro- posals of the finance bill, the laborites and liberals submitting numerous amendments aiming at defeat of the government's preferential duties. All the amendments were rejected by large conservative majorities. The proposed Increase in the im- perial preference on Sugar was op- posed by the laborites on the ground that such duty merely aided the growers in the West Indies and other parts of the empire. Winston Churchhill, chancellor of the exchequer, in reply sald it was essential to encourage the West Indian colonists to develop industries by which they became self-supporting. | He maintained that the proposal did not involve an increase in the cost of living.
