Elgin, J. Carl Perry and Paul P. Rodler Taken Into Firm. BY EDWARD C. STONE. James C. Elgin, J. Carl Perry and Paul P. Rodler, who have been in the employ of W. B. Hibbs & Co. for many years, were admitted to part- nership in the brokerage firm today, 4t was announced in the financial dis- trict. All three new members are native Washing- tonians, and each has spent practi- cally his entire business career with this firm J. Carl Perry | went to work| there in 1902, 35 | years ago, and has for years been head bookkeeper. He was educated in the public schools of Wash- ington and re- sides at 5411 Thirty-ninth street. James C. Elgin, chief auditor of the | firm, became an employe 20 years ego, after attending public schools of nearby Virginia and graduating from Draughon’s Business College. He has been actively connected with the auditors’ sec- " tion of the Dis- trict of Columbia Bankers' Associa- tion since its or- ganization. His home is in Mec- Lean, Va. Paul P. Rodler went to Hibbs in ¢ 1916 and joins the firm after long service as its cashier. Edu- cated at Gonzaga College and the J. Carl Perry. James C. Elgin. [ School, Rodler is a member of the ‘Washington Stock Exchange. He lives at 1344 Shepherd street northeast. The brokerage house was organized 80 years ago by the late W. B. Hibbs, the offices Jeing at 1419 F street. In 1907 the firm helped establish Wash- ington’s financial district on Fifteenth street when it erected an office build- ing on that street between New York avenue and H street. The firm is a | member of the New York Stock Ex- change, Curb Exchange, Washington, Boston, Philadelphia Stock Exchanges, Chicago Board of Trade and New York Cotton Exchange.. It is one of the | few large firms in:the country serving & local community exclusively, in that 4t has no out-of-town branches. With today’s additions, the firm now has five partners. W. W. Spaid, the present senior member, became a part- per in 1912, after long service as an employe. A for- mer president of the District Bankers' Associ- ation, he was ad- mitted to the Dis- trict bar in 1907. He is a member of the New York Stock, Curb and | ™ Cotton Ex- changes, Chicago | Board of Trade | and Washington Exchange and others. For sev- | » eral years he has | served as presi- dent of the Associated Stock Ex- | changes, an organization made up of | all stock exchanges throughout the country. In addition he has been for | years vice president of the Associa- tion of New York Stock Exchange | Firms. J. Thilman Hendrick, the other | member of the firm, became a partner in 1928. He is also chairman of the board of the Lanston Monotype Ma- chine Co. of Philadelphia, and has been a member of the Washington | Stock Exchange for more than 30| years. Born in Tennessee, Mr. Hen- | drick has resided in Washington since | he was a young man and was presi- | dent of the Board of Commissioners | of the District of Columbia during | the second administration of Wood- row Wilson. For many years the late Karl W. | Corby was an active member of the | same firm. Barney & Co. Adds Partners. Frank P. Morse, associated with the ‘Washington office of Charles D. Bar- ney & Co., announced today that Phillip W. Brown, Ogden Phipps and | William Fenton Johnston have been | admitted as general partners in the | New York Stock Exchange firm. All | three have been with the firm for a | number of years. Mr. Brown, head of the trading department, is one of four men who joined the firm in 1920, all of whom later became part- ners in the concern. M Jjoined the firm in 1932 and Mr ston, who is head of the s department, in April, 1933, C. Redington Barrett, general part- ner, and Alan L. Corey, limited part- ner, have retired from the firm as or March 31. Construction Contracts Jump. Contracts awarded for construction work in the fifth Reserve district, in- cluding Washington, in February to- | taled $22,103,400, an increase of 67.1! per cent over February, 1936, the! Richmond Reserve Bank reported to | the Associated Press today. The con- tracts awarded in February, 1936, amounted to $13,227,031. i Building permits issued in 31 cities of the district totaled 2,101 in Feb- ruary, an increase of 45.1 per cent, in comparison with 1,448 permits issued in the corresponding month last year. Total valuation figures, amounting to $7,127,198 last month, showed a gomi of 12.7 per cent over valuation figures | for permits issued in February, 1936, totaling $6,326,557. Twenty-five of the 31 cities reported higher valuation figures for February, and, but for a decline of 29 per cent in Baltimore, the district average in- | crease would have been materially higher, the report said Heard in Financial District. Fears of a soft coal strike involving 400,000 workers, new sit-downs in General Motors plants and the con- tinued impasse in the Chrysler union negotiations tended to dampen specu- lative spirits. Disturbing also to sentiment was another sharp downturn in U. S. Gov- ernment securities in the bond depart- ment, the majority sinking to new lows for the year or longer despite | assurances of Secretary Morgenthau the Government has sufficient ree sources to maintain an “orderly” mare —1% —1% ket. Of this amount, Dominion of Canada issues accounted for $85,000,- 000, not including $125,000,000 of treasury bills, against $48,000,000 the first three months of 1936. Railway offerings dropped considerably from | the $95,000,000 reported for the first quarter of last year, amounting to $35,500,000. Total offerings for the month of March amounted to $29,230,539, as compared with $76,333,222 in March, 1936. This is exclusive of $25,000,000 of treasury bills sold during the month.
