NAVY PLANT HELD ANSWER TO STEEL U. S. Production Facilities Urged as Industry Re- fuses to Bid. The “sit-down” of the steel indus- try, which is refusing to bid on Navy contracts because of the Walsh- Healey act, may force the Govern- ment to manufacture its own vitally- | needed material. Representative Stack, Democrat, of Pennsylvania, a member of the Naval Affairs Committee, introduced a resolution yesterday to authorize the . Navy to build a steel plant near League Island, Philadelphia, while Navy Secretary Swanson and Com- merce Secretary Roper pointed out that there was a Navy steel plant at Charleston, W. Va., a relic of war time, that might be opened to pro- duction. Swanson, however, is op= posed to such action unless it is forced. Roper said the Government would be “more likely” to go into produc- tion to meet its own needs than to bring in steel from abroad by lower- ing the tariff on the product, as sug- gested by Labor Secretary Perkins. He said he had recently suggested to Miss Perkins that an “emergency” be declared to relax the Walsh-Healey provisions to clear the way for bid- ding by industry. This country’s steel tariff already ranks with the lowest in the world, Roper declared. In calling for Government manu- facturs, Representative Stack as- sailed the steel men who, he said, “are striking.” The attitude of the industry also brought criticism from Matthew Woll, a vice president of the American Federation of Labor. “Such defiance, whereby employ- ment and welfare of labor is flouted, is an example of the dangers which lie in monopoly,” Woll said. “Such powers concentrated in private hands do not augur well for the future of democracy. The situation presented demands vigorous governmental ac- tion.” The steel industry is balking at the 40-hour week proviso of the Walsh- Healey act. It is operating on a 48- hour basis.
