Schooley, 63, superin- terdent of mails of the City Post Office for the last 17 years, died sud- denly early today at his home, 1766 Lanier place. Mr. Schooley, who began a long career - in the postal service as & substitute mail carrier in 1901, had been at his office daily, and yesterday had worked until 5 pm. He suffered an apoplectic stroke about 4 a.m. today. He was the father of William Mr. Schooley. E. Schooley, as- sistant treasurer of the American Se- curity & Trust Co., and John H. Schooley, assistant manager of the Twentieth street and Pennsylvania avenve oranch of the Hamilton Na- tional Bank. Appointed Substitute Carrier. Mr. Schooley was appointed a sub- | stitute carrier September 21, 1901, and served in that capacity until two and a half years later, when he was made {a regular carrier. In 1910, he was transferred to the clerical force and o t. | made foreman of carriers. Three years later, he became fore- | man of the delivery division and in July, 1915, superintendent of car- riers. He held the latter post until his appointment as superintendent of mails—a position ranking next to that of assistant postmaster—in 1920. Born in Hamilton, Va., Mr. Schooley came to Washington in 1895 and took |a job as driver of a milk wagon for the Sharon Dairy. He was on this job during the big blizzard of 1898-99, and drove the first four-horse team that broke through the blizzard to deliver milk in the Mount Pleasant section. Saw Delivery Service Expand. During his service in the post office, Mr. Schooley saw the delivery service expand to include not only all the | District, but considerable territory in he took over the superintendency, there were about 50 or 60 horse- drown vehicles for collecting and de- | livering mail. He was actively interested for many years in Masonic and church work. He was a past master and trustee of | National Lodge No. 12, F. A. A. M.; a member of Columbia Chapter No. 3, R. A. M, and a member of Adoniram Council. He was a member of the Finance Committee of the Metropoli- tan Baptist Church, Sixth and A streets northeast, and of the board of | the Baptist Home for the Aged. Besides his sons, Mr. Schooley is | | survived py his widow, Mrs. Lizzie Tiffany Sthooley, and two daughters, | Mrs. Elsie M. Reidy and Miss Ruth E. Schooley. Both daughters are in Gov- ernment service. BY the Assor'~ted Press. TOKIO, February 25.—Men and women were permitted to skate in pairs today for the first time in Jap- anese history—provided they were pro- fessionals. The practice, strictly forbidden as immoral, was legalized by police in view of the Olympic games to be held in Japan in 1940. Only professional skaters who can obtain a certificate of good character from Japan's National Skating Asso- ciation will be allowed to skim the ice together. And even they may have some ex- plaining to do until everybody under- stands the situation. Official badges will be issued by the police to protect the skhters who are granted certifi- cates. MRS. Fletcher of Florida the United States Sugar Corp., it was announced today by Senator Pepper, Democrat, of Florida, has planned to award.an annual scholar- ship in agriculture to the University | of Florida. The scholarship is designed par- ticularly to show the corporation’s appreciation to Seenator Fletcher's deep .interest in the development of agriculture in Florida—a project in which it also is deeply concerned. The corporation now has extensive sugar cane plantations in the Florida | Everglades and is conducting experi- ments with the development of other crops. Senator Pepper was notified of the scholarship award by Clarence &. Bit- ting, president of the sugar corpora- tion, and gave it his immediate in- dorsement. Garner, wife of the Vice President, is recovering from the attack of indigestion she suffered two days ago, and is expected to be out in a few days.
