STONE. ‘Washington bankers received coples foday of the program of the Eastern Savings Conference, dated for New ‘York March 11 and 12, under auspices of the savings division, American Bankers' Association, a host of sub- jects vital to all savings bank men being down for discussion. Philip A. 3enson, sec- ond vice presi- dent of the A. B. A., will be one of the leading speakers. Monthly pay- ment credits and personal loans, trend of interest rates, how to pop- ularize savings, savings banking under changed conditions, the place of F. H. A. mort- gages in savings banks and savings departments, and what securities may be used for the investment of bank funds are only a few of the topics which are to be given special attention. Noble R. Jones, president of the savings division. A. B. A., will speak on “Savings Banking Under Changed Conditions.” Another speaker will be from Washington, W. R. Williamson, actuarial consultant, Social Security Board, who will talk on “How to Capi- talize the Thrift Influenee Under the Social Security Program.” p Linds Bradford, president City Bank Farmers' Trust Co., New York, will speak on “What Securities May Be Used for Investment of Bank Funds,” and “What Do We Know About Municipal Bonds” will be ex- plained by Charles F. Aufderhar, jr., Savings Banks Trust Co., New York. One banquet and two luncheons are intended to lighten up the heavier parts of the program. The delegation of Capital bankers will be announced in a few days. Telephone Chiefs Re-Elected. Lloyd B. Wilson was re-elected president and Charles A. Robinson, general manager of the Chesapeake & Potomac Telephone Co. by the Board of Directors at its regular monthly meeting held here today. Philip O. Cof- fin, John C. Koons and John A. Remon were re-elected vice presidents; Wal- ter B. Clarkson, vice president end secretary; Ralph A. Van Orsdel, vice pres- ident and general counsz1, and ‘Thomas B. Clark- &on, treasurer. Prince, chief en-| gineer; John C. White, general plant | manager, and S, F. Merriam, genernl‘ traffic manager. Banks Get New Reserve Rules. Attention of Washington banks was ! again called today to the increased ) reserve requirements of member banks by 333 per cent, half of the increase becoming effective at the opening of business on March 1 and the other | half on May 1. The Reserve Bank | of Richmond has sent all banks a table showing the amount of the new requirements. Reserve city banks i Richmond, Baltimore, Charlotte and Washington place 171, per cent of their demand deposits and 5'; per cent of their time deposits with the Richmond bank, through April 30. Banks lo- cated elsewhere in the fifth district must put up 1224 per cent of demand deposits and 54 of time deposits. After May 1 the Reserve city banks must deposit 20 per cent of their de- mand deposits and 6 per cent of the time deposits. Other banks must have 14 per cent of demand deposits and 8 per cent of time deposits deposited at Richmond. Bank Action Highly Praised. Some 23,000 depositors in the old Mount Vernon Savings Bank, now in liquidation, were delighted with yes- terday’s report that the trustees have worked out a plan by which they ex- pect eventually to pay off all depositors in full. The 23,000 are expected to get their money in the near future and the other 2,000 later. The plan includes payment to 7,000 school children of their school savings, which have been tied up in the closed bank. The plan, as outlined elsewhere in The Star, has already been given full approval by a host of depositors, according to reports from the morn- ing mail. The plan prevides that the first to receive their deposits in full shall be those who had $100 or less in the bank when it closed in March, 1933. These Noble R. Jones. Loyd B. Building permits granted in the fifth Federal Reserve district, including ‘Washington, in January amounted to $5,672,717, the highest figure since the depression. It was a gain of 38 per cent ‘over January; 1936. Spring con- struction operations are now expected to reach a record peak, partly because of bad weather during recent weeks. Capital Traction 5s were again in demand today at 97 on the Wash- ington Stock Exchange.
