Today, the 33d anniversary of the first airplane flight, is being observed locally and nationally as National Aviation day. The Washington program- includes s flight of non-military aircraft around the downtown section of the city, provided the weather is favor- able; a specially arranged aviation tour at the Smithsonian Institution and an aviation dinner dance tonight at the Shoreham Hotel. Members of the National Advisory Committee for Aeronautics, Federal seronautical research organization, left Washigton last night for Day- ton, Ohio, where they well meet with their fellow member, Orville Wright, hero of the first flight, at an aero- nautical luncheon today. Vidal Visualizes Progress. Reviewing aviation progress since the first flight, at Kitty Hawk, N. C,, on December 17, 1903, Eugene- Vidal, director of air commerce, one of the party which left Washington last night, predicted that the next 30 years will bring aviation progress “even more breath-taking” than the past third of a century. BERLIN, December 17.—Violators of Germany's drastic foreign exchange law were given six weeks yesterday to settle up their holdings or face a penalty of death. Gen. Hermann Goering issued an “exchange amnesty” permitting Ger- dealings in foreign exchange before January 31, 1937, to escape the sabot- age punishment.
