OFFCALS EXPOSE “ORENE CLUBS Postal Inspectors Launch Drive Against Lewd Correspondence. By the Assoclated Press. Postal inspectors launched a Na- tion-wide drive today against “‘obscene correspondence clubs” whose mem- bers, were said to be exchanging a flood of lascivious photographs and letters through the mail daily. Terming the racket “one of the most vicious schemes ever exposed by the inspectors,” officials urged the public to assist in stamping out such clubs. System of Operation. Under the guise of bringing to- gether “collectors” of erotic pictures, the clubs advertise collectors’ pam- phlets for sale in inexpensive maga- gines, the department said. The pamphlets usually cost only a few cents, and when operators mail them they enclose an application for club membership. Annual dues are set usually at $2. Once a member, the prospective correspondent fills out an informa- tion blank, giving his sex, physical characteristics, mailing address, and | describing any particular hobbies of | an erotic nature. The club then acts as a ‘“clearing house” by putting members of similar interests in com- munication with each other. . Simetimes members use aliases or code numbers, inspectors said, but in other cases they correspond directly with each other under their real names. In almost every instance in- spectors have found the letters to be lewd and to contain lascivious photo- graphs or drawings. One Club Near Here. Three clubs are under investigation now in different parts of the coun- sand members, close to the National Capital. One club has a membership roster of 3,157. The long-awaited trend toward in- dustrial job-making investments was pronounced a reality today by the Securities and Exchange Commission. A year-end compilation of security issues showed yesterday that business had obtained almost one-half a billion dollars of new money during the first nine months of 1936 for new plants and equipment, working capital and development expenses. ‘This compared with & meager $160,- 000,000 for the same purposes during all of 1935, For the first time in years there is & definite upward trend in the amount of money which issuers of new securi- ties plan to use in job-making invest- ments, Baldwin B. Bane, director of the Securities and Exchange sion Registration Division, said yes- terday. “Although it is a relatively small percentage of the total issue of new securities,” he added, “it already is substantially in excess of the amounts scheduled for that purpose last year, and there seems to be no reason to expect a decline.” The securities exchange act of 1934 requires that all securities offered to the public shall be registered with the Securities Commission.
