LEAGUE WARNING OVER SPAINISSUED Britain and France Cau- tioned in Effort to Me- diate Civil War. 2r the Assoclated Press. GENEVA, December 10.—League of Nations officials warned Great Britain and France today their efforts to mediate the Spanish civil war were likely to paralyze any League plan to end the conflict. No action disavowing the Franco- British plan was possible, officials pointed out, as the League Council convened to consider Spanish charges that Germany and Italy were aiding the Fascist insurgents. The Council met to take up the Socialist Spanish government’s accu- sations, despite the invitation from London and Paris to Germany, Italy, Portugal and Russia to co-operate in & mediation attempt outside the League structure. Poland Sends Note. Poland injected a sharp note to Pprotest against international bodies Interfering in “domestic affairs” of other countries. The note was seen by some officials as embodying also the official German attitude. League opinion was divided on the significance of the Franeo-British move. Some officials saw it as a manifest attempt to show Germany and Italy were blocking attempts for peace in Spain in the belief the two eountries would refuse to join in the plan. Others said, however, Germany and Ttaly probably had agreed in principle before the plan was announced. This group argued the two countries, which have recognized the insurgents as the government of Spain, saw the plan as giving the Fascists a chance to pile up more foreign arms and volunteers before the mediation move failed, as they believed it would. Armistice Proposed. The Franco-British proposal called for an armistice to be followed by a national plebiscite in which the Spaniards would choose the form of government they wish by ballots. ‘The Spanish protest that convoked the special Council session charged an international crisis had been created by the German and Italian recognition of the insurgents which it said was actually a declaration of war against the Spanish government, Cure Adds to Hospital.
