NEW YORK, September 10.—Two companies offered yesterday to build a new queen for the merchant fleet of the United States Lines, and their bids were sped to Washington for study. The New York Shipbuilding Corp. of Camden, N. J, and the Federa} Shipbuilding Corp. of Kearny, N. J., submitted offers to construct a liner #f the same size as the Manhattan and the Washington—speedy passen- ger and cargo boats, which are not in the class of the super-liners of France and England. ‘The bids went to Secretary Roper of the Department of Commerce, who returned recently from a European trip on which he had used the Man- hattan and the Washington. The Becretary said then the United States needed more ships like those. The New York Shipbuilding Corp. Wid $12,995000 to build a duplicate of the Washington and $13,095,000 for the same kind of a ship with im- proved engines in 32 months. The Federal Corp. offered to build an improved type of ship the size of the Washington for $16,500,000. For another $1,000,000, the company said, 1t would complete the job within 36 months no matter what labor and ma- terial cost advances were. Otherwise, the United States Lines would be asked to cover the cost advances. The total cost of the Manhattan and the Washington was $21,000,000. Ramon Franco, the “Lindbergh” of Spain, has announced his readiness to enlist in the Spanish rebel cause—provided its objectives conform to his own views. Already dismissed as air attache of the Spanish Embassy, the man who led the abortive aviators’ revolt against King Alfonso in 1930, re- vealed yesterday he has communi- cated his offer to his brother, Gen. Francisco Franco, the insurgent leader. “As soon as I establish contact with *him,” the swarthy little Spanish air ace said, “I shall know definitely whether or not I go back to Spain to fight again.” It presumably was because of his relationship to the rebel generalisimo that Franco was relieved of his duties here. But he accepted that with a philosophical wave f his hand as part of the fortunes of war. Bitter Over Executions. In an otherwise calm recital of his present predicament to an interviewer, bitterness was revealed when he de- tailed what he called the “cold-blood- ed” shooting of “two fine Spanish officers.” One of these, he said, was Capt.
