STEEL INSURGENTS FAIL IN PURPOSE Unable to See Company Officlals, They Submit Plan for Referendum. By the Assoclated Press. PITTSBURGH, September 10.—In- surgent employe representatives of the Carnegle-Tllinois Steel Corp. failed to get an audience with high officials after a meeting here attended by 25 delegates from 10 of the concern’s 27 active plants. ‘They then issued a statement last night saying they were mailing a re- quest declaring that since the com- ‘pany would not recognize them as spokesmen for its employes, it agree to a referendum to be conducted by a board named by President Roosevell. ‘The suggested question for the bal- loting was: “Do you favor the program of the Chicago - Pittsburgh Representatives’ Council for a fair living wage, arbi- tration, a 40-hour week, a weekly pay- roll * * * and a national wage scale agreement, under direction of the Steel Workers' Organizing Committee? “Or, “Do you favor the employe repre- sentation plan where the manage- ment concedes what it chooses, refers what it opposes to the waste basket, Tefuses an agreement * * *.” ‘The men had been elected in their respective mills along with the 399 selected by the company's 86,000 workers last June to represent them in their dealings with the concern. A company spokesman who said the men had made no engagement to see officials, who were out of the city, asserted the regular procedure under its representation plan is for the elected representatives to take up questions in individual mills after being authorized to do so by their fellow workers.
