B—14 5,000,000 IDLE LAID TO RULINGS Hours and Pay Changes Since N. R. A. Enforcement Hit by McGrady. By the Assoclated Press. CLEVELAND, July 31.—Edward F. McGrady, Assistant Secretary of La- bor, sald yesterday that 9,000,000 per- sons in America are being deprived of work because of the lengthening of hours and a decrease in wages since the N. R. A. was held unconstitutional. “That problem,” said McGrady, “is at the bottom of much of the Nation's unrest.” The Assistant Secretary of Labor, who flew here from Washington today in an attempt to settle the Industrial Rayon Corp. strike, said the Cleveland labor problem is similar to that of the Nation. “Since the collapse of the N. R. A.,” McGrady said, “hours of work have been lengthened about 20 per cent.” In some cases, he added, there has been no increase in wages ahd in other instances there have been wage reductions. More Jobs Needed. “What we need is more jobs and more purchasing power. “I don't mean to say,” he con- tinued, “that all industries and all employers can increase wages. No general rule will apply. We have to find jobs for these 9,000,000 people and we're not creating them by length- ening hours and cutting wages. “We've got the smartest business men in the world in this country and the most productive workers. The thing to do is to oring the workers Into harmony with the business brains | of the Nation,” McGrady said. The Assistant Labor Secretary, aft- er conferring with Ralph Lind, direc- tor of the Regional Labor Advisory | Board, said he thought the “Toledo peace plan” for settling labor contro- versies ought to be workable in the settlement of many of Cleveland's labor difficulties.
