SENATE APPROVES WALSH WAGE BILL Measure Would Insure Pay- ment on Federal Build- ing Jobs. By the Associated Press. The Senate yesterday passed, and sent to the House, the Walsh bill designed to insure the payment of prevailing local wages to workers on Federal building projects. The bill was drawn by the Senate Labor Committee, after extensive hearings, during which much testi- mony was introduced from Washing- ton tending to show that employers required workers to “kick back” por- tions of their pay envelopes. As sent to the House, the measure provides principally: | That laborers and mechanics on | construction work of anykind in ex- cess of $2,000 are guaranteed local prevailing wages. For a predetermination of the pre- vailing wage so that the contractor | may know definitely in advance of submitting his bid what his approxi- mate labor costs will be. For withholding payments to con- tractors to reimburse workers not paid _the prevailing wage. For a system of co-ordination be- tween Government departments to assure that the Government will not be in the position of continuing to| contract with a firm which disre- garded obligations to workers and subcontractors. VANCOUVER, British Columbia, July 31.—Three persons are dead and one critically in:jured as the result of & seaplane crash at Alta Lake, 50 miles north of here. Dean R. W. David Sloan, managing director of the Pioneer Gold Mines of British Columbia, a passenger in the plane, suffered badly fractured legs.
