Senator Shipstead, Farmer-Labor, of Minnesota, is convinced the play- grounds in Southeast Washington badly need improvement and it was said today he proposes to take the matter up with Frederick A. Delano, chairman of the National Capital Park and Planning Commission, which will be in session next Monday. Periodi- cally, Congress has appropriated funds for the purchase of land and the com- mission is now carrying forward this program. i Money to Buy Land. The deficiency appropriation bill, now pending in Congress, carries some ‘ $800,000 for the National Capital Parks and Planning Commission to buy land with. This pushes mrward‘ the Capper-Cramton program, under ‘which $16,000,000 is to be expended in the District for parks, playgrounds | and recreation centers. Part of the $800,000 will be spent as soon as made | available in the Southeast to fill out the recreation system, already planned by the commission. Shipstead was represented as liken- ing the Southeast playgrounds to those suitable for the Civil War era Senator Shipstead's tour took in the Buchanan School play center, while he got a first-hand view of the situa- tion. The Southeast Business Men's Association is likewise interested in having the playgrounds improved speedily. To Ask U. S. Funds. By the Associated Press. SALEM, Mass., July 31.—Depart- ment of Justice agents were reported last night to have frustrated an at- tempted extortion of $1,000 from Wal- ter E. Poor, vice president and chief engineer of the Hygrade-Sylvania Corp., whose two sons were threatened ‘with kidnaping. ‘While the agents were uncommuni- cative, it was learned they took two men into custody after days of tracing telephone calls to the Poor mansion here. The Boston Herald said the men had been picked up by a squad of agents and police in a downtown Salem club, and that one was a for- mer high school foot ball star, and the other an applicant for the city's reserve police force. Poor’s sons, George, 18, a Harvard sophomore, and Arthur, 16, a student at a private school, have been under guard since the threats were first received & month ago, it was dis- closed. —_— 4 HURT IN AUTO CRASH Morse, Detroit Musician, Injured in New Mexico. ALBUQUERQUE, N. Mex, July 31 (/). —Charles Prederic Morse, 54, musi- cian and lecturer, of Detroit, Mich., and three other persons were injured in an automobile collision 20 miles west of Los Lunas, N. Mex,, late yes- terday. Morse received a scalp wound and was in a hospital. His condition was described as not serious. His com- panion, Roger H. Freund of Detroit, was cut and bruised. Belle Collier and Lloyd Bunting, both of Winnipeg, Canada, who suffered minor injuries, were in the other car. Canada Hunts Oil. The government of Canada is or- ganizing an extensive search for new oil fields. 150 C.C.C. Workers Threaten Town in Quarantine Break Boys Imitatt;ng Officers Induced to Avoid Garnett, Kans. By the Associated Press. GARNETT, Kans, July 31.—Revolt flamed in a C. C. C. camp here yes- terday as 150 workers broke a diph- theria quarantine because, they said, their officers “got away with it.” Only the pleadings of three county officials at the outskirts of Garnett last night prevented the youths from descending upon the town, bearing the threat of epidemic. County Attorney Merle Loughridge agreed with the revolting group that camp officers and men should be treated alike, and said the next officer to break quarantine would be arrested. Eight youths have been arrested for violations. Seven were released under suspended 60-day seritences, but the fleld on 'the Garnett base ball team Sunday, still was in jail, awaiting hearing today. Loughridge planned to corfer today with Dr. Earle G. Brown, secretary of the State Board of Health, in an effort to segregate possible diphtheria carriers and lift restrictions on others in camp. e ROBINSON BILL PASSED Authorizes $10,000,000 R. F. C. Loans to Refinance Fublic Debts. | The Robinson bill to authorize $10,- 000,000 in Reconstruction Finance Corp. loans for refinancing indebted- ness of school districts, cities or States has been passed by the Senate and sent to the House. Senator Robinson, Democrat, of Arkansas, the author, said it was nec- essary to avoid closing of schools in some States. An amendment by Senator Wheeler, Democrat, of Montana, that the loans should be allocated to States on the basis of need, was adopted. Air Beacons Established.
