Budget Account Preparing for a decision soon on the request of Washington teachers for a change in the system: of efficiency ratings; Mrs. Henry Grattan Doyle, chairman of the Personnel Commit- tee of the Board of Education, has called the group to meet at 3 o'clock this afternoon to begin their study of the testimony given at a series of five public hearings. The hearings ended about a month ago and since that time Charles B. Degges, secretary, has been preparing briefs of the testimony. A number of written arguments also were filed after the hearings closed and these are included in the digests to be taken up today. End of Present System Asked. ‘The teachers, acting through the two teachers’ unions and a number of divisional associations organized within the Washington school sys- tem, have asked that the present system of graduated ratings, ranging from “unsatisfactory” to ‘“eminently superior,” be abolished. Instead they want all teachers classed either as satisfactory or unsatisfactory, with the rating officials compelled to sub- mit written comment on their work if it was exceptionally good or bad. The present system was severely eriticized as being demoralizing, de- structive of esprit de corps and the the cause of “many heartbreaks” among the teachers. Teachers rated as “eminently superior” or even “su- perior,” it was testified, carefully hide | that rating from their associates. Simpler Plan Requested. ‘The teachers also complained that too much unnecessary and useless documentary evidence of accomplish- ments is required to obtain a rating, and asked that a simplified plan be substituted. | In addition to Mrs. Doyle, members | of the committee are Dr. J.
