BY EDWARD C. STONE. Since the better housing campaign was launched in Washington, the banks here have made loans aggre- gating $530,000 to 979 borrowers, it was announced by Frederick P. H. Siddons, president of the District Bankers' Association today. This fig- ure does not include the large number of loans made by the buuding and loan associetions or money loaned by business firms under the security fea- ture of the housing act President Siddons stated that there had been an increase in the number of applications for renovizing loans in the last few days, the added momen- tum being supposedly due to the ap- proach of Spring and better weather conditions for carrying on outside re- pair work and renovations. Just as soon as the weather gets a bit more settled, the District Bankers' Associa- tion will renew its advertising drive for loans and this campaign is ex- pected to give new life to housing improvement expansion. Special attention was devoted to the housing situation at the weekly luncheon of members of the District Bankers' Association at the Willard this noon. Two speakers from the Federal Housing Administration ad- dressed the local financiers, Director J. H. Gilchrist and James E. Woodruff, executive assistant and director of the ‘Washington unit. Mr. Woodruff reviewed the present status of the campaign in the Capital and reported steady progress and growing interest. The 66 canvassers who have been touring the city and advising with home owners on the best methods of improving _their property, have met with marked suc- cess and have outlined a large amount of work which will be undertaken this Spring. It is also announced that the housing drive is progressing steadily all over the country, President Roose- welt stating only the other day that h eonsiders the interest shown as one of fhe most important phases of rte- govery. £ American Stores Sales Gain. Sales of American Stores Co., which fias a very large group of stores in this territory, showed marked im- provement in February over the same month last year. For the four weeks énded March 2 sales totaled $9,418.- 804 against $9,074.434 in February, 1934, an increase of $344370 or 3.8 per cent. For the first two months of the present year sales amounted to $20,- 049,527 in comparison with $19,677.300 & year ago; an increase of $372.227 or 1.9 per cent. February sales were not énly ahead of February last year but also better than the record for Jan- uary, when business showed a 0.2 per cent increase over January, 1934. Gov. Eccles of the Federal Reserve oard has suggested to the House nking and Currency Committee an amendment to the banking act of 1935 setting up a general objective of voluntary policy in place of a mandatory price level objective pro- posed by a member of the com- mittee. The amendment proposed by Gov. Eccles would read “it shall be the duty of the Federal Reserve Board to exercise such powers as it pos- sesses to promote conditions making for business stability and to mitigate by its influence unstabilizing fluctua- tions in the general level of produc- tion, trade, prices and employment, 80 far as may be possible within the scope of monetary action.” Bell System Guards Employes. The recent annual report of the American Telegraph & Telephone Co. contains some very interesting facts on the pay roll deduction plans for life insurance in which 58,700 em- ployes are included. Monthly pre- mium deductions last year amounted to $424,000, with $158,000,000 insur- ance in effect. At the end of the year 36,000 em- loyes were using savings plans, un- ler which employes may arrange for tegular deductions from salary in gpecified amounts to be deposited for them in savings banks. ; Under the plan for employes’ pen- sions, disability benefits and death benefits, which was established in 1913, service pension paid from the pension trust funds in 1934 to retired employes of the Bell System Tele- phone Cos. amounted o $4,019,848. In carrying out the pension pro- visions of the plan, the companies of the Bell system charge to expenses eurrently amounts actuarially deter- mined which will, with interest there- on, provide a sum sufficient to pay service pensions at the time employes #re retired. Bond Move Grips Attention. There was wide interest among bankers and investment dealers in the financial district today over the Treas- ury’s official announcement of the re- demption on June' 15 of all the First Liberty Bonds, aggregating about $1,993,000,000. Some exchange offer to holders is now expected. Retirement of this Liberty Bond 312 per cent issue will bring a great many of the bonds out of estates and from the portfolios of wealthy investors who were particularly interested in them because of the tax-exemption feature, as well as the satisfactory yield in these days of low interest rate.. 1t is also announced that the Farm Credit Administration plans to redeem on May 1 $162.790,000 Federal Land Bank 5s and replace these obligations at a lower rate, to be announced shortly. Bond dealers here today said they look for a more active demand for State and municipal bonds in view of the latest Government refinancing plans. Calling all outstanding First Liberties leaves the Treasury with only the remaining two series of Fourth 4% Liberty bonds to deal with, These will be called on April 15 for iesdempfion of refinancing on October Washington Gas Bonds Strong. ‘Washington Gas Light 5s, 1960, were very strong on the Washington Stock Exchange again today, selling at 1151 on a $1,000 turnover. Washington Gas 6s, series B, also appeared on the board, $500 changing ownership at 103'5. Other bonds were quiet with bids firm. In the stock division Washington Railway & Electric preferred came out at 103% on a 10-share sale. While there were no sales in Capital Transit stock, the bid price dropped to 22 and the asked price closed at 23, off Y from yesterday. Business in the banks was very lively today. It was the last day for getting income taxes made out and filed on time, and there was much consulting to be done. Gains Increase. BY VICTOR EUBANK, Associated Press Financial Writer. NEW YORK, March 15.—Small but well distributed advances gave the stock market a moderately firm tone today. After momentarily wavering around noon, the list hardened a trifle during the final hour when further buying appeared in metals, industrials and specialties which gave the entire list renewed confidence. J. 1. Case with a gain of nearly 2 points was the star performer in late dealings. Transfers aggregated 720, 000 shares. A wide assortment of shares pushed up fractions to a point in quiet trad- ing, which seemed to reflect covering and buying for a turn on the part of traders who thought Wall Street’s latest fit of blues was being carried to extremes. But a crop of about a dollar a bale in cotton, a sagging tendency in grains and pronounced weakness in such staples as rubber and coffee, soon put a damper upon what cheer the share market was able to muster. Bonds were unable to continue yes- terday’s rally. The action of foreign exchanges was again encouraging, with the pound sterling rebounding a couple of cents and the slump in the gold currencies checked for the moment. Recoveries appeared in the earlier hours of trading in most of the major groups of shares. Steels were held back by the controversy in Washing- ton over the industry’s pricemaking, and oils and dairy issues failed to re- cover. But farm implements, mail orders, alcohols, non-ferrous metals, motors, miscellaneous industrials and scattered rails and utilities all pushed up moderately. Gains of major fractions to & point appeared in such issues as Union Pacific, Johns Manville, Case, Public Service of New Jersey, Amer- ican Telephone, Du Pont, Loew’s, United States Smelting and others. Rails seemed to be helped for a time by further hopes of a favorable deci- sion by the I. C. C. on their plea for higher rates. The loadings report for the past week was not encouraging, showing a more than seasonal drop of 17,372 cars from the previous week, but that had been anticipated in view of the earlier reports by individual carriers.
