GEN. IVDOUGAL SENT TOSANDIRD Assistant to Commandant of Marines to Head Base There. Brig. Gen. Dougias C. McDougal, assistant to the major general com- mandant of the Marine Corps, will leave Washington next month to ks- come commanding officer of the Ma- | rine Base at San Diego, Calif. | Marine Corps headquarters made | this announcement yesterday with the explanation that Brig. Gen. Frederic L. Bradman, now commanding at San Diego, will be brought here for duty at the Navy Department. His exact job has not yet been announced, and o successor to Gen. McDougal as as- sistant to Maj. Gen. John H. Russell, the commandant, has been designated. A shift in high-ranking Marine Corps officers is in the offing, and is expected to be announced shortly. Gen. McDougal has been second in command of the Marine Corps for & little more than four years. He holds the Distinguished Service Medal, the | Spanish Campaign Medal, medals for | duty in the Philippines, China, Mex- | ico, Dominican Republic and France, as well as Haiti and Nicaragua. He | has attended the Naval War College, and in addition to his other foreign service was on duty in Panama and at Seoul, Korea. Previously he served here at Marine Corps headquarters and at the Ma- rine Barracks, as well as at Annapolis, Md. Born in California, April 23, 1876, Gen. McDougal has distin- guished himself as an expert shot, having participated in many out- standing matches. Gen. Bradman.is a native of New York City, where he was born Jan- uary 18, 1879. He has served here previously at the Marine Barracks, the Navy Yard and at Marine Corps %eldqusrters, as well as at Quantico, | a Foreign stations at which he has served include Cuba, the Philippines, | Mexico, Puerto Rico, Nicaragua and China, and he holds decorations for | campaigns in those countries. Retention of the present street car line in the Anacostia - Congress Heights area, instead of replacement by a proposed bus line, was favored at a mass meeting sponsored by the Anacostia Citizens’ Association last night in the Masonic Hall, Fourteenth and U streets southeast. A lengthy discussion in which the advantages and disadvantages of both systems were reviewed, preceded the vote. Capt. Frank M. Dent offered a resolution asking the removal of street cars in favor of the bus line. In his resolution Dent outlined the reasons for the substitution and ex- plained the bus route would start about a half mile south of the pres- ent terminus of the street cars and take a route through the southwest section of the city, terminating at a point near Seventeenth and Constitu- tion avenue. northwest. This would enable the riders to transfer at sev- eral junctions along the route that would bring them into the center of the city. In opposition to the resolution, it was pointed out that the busses would create & nuisance with the exhaust gases. Furthermore, it was stated, the busses would increase traffic jams. Dent re- vealed that at the present time the eleventh precinct, which polices the Anacostia neighborhood, has a per- sonnel of only 54 men, whereas sev- eral years ago the number was 83. Willlam J.
