JAMES T. NEWTON SUCCUMBS AT 73 Former Commissioner of Patents Stricken While at Work in His Office. James Thornwell Newton, 73, for- mer commissioner of patents, died yesterday while at work in his office | at the National Press Building. Since 1920 he has been an executive of the American offices of Mark & We o Clerk, a British n:m specializing in foreign patent wor! Born in Morgan County, Ga., July 17, 1861, Mr. Newton was the son of william H. and Miriam Walker New- ton. He received the bachelor of lsaclenl:e degree from the University of Georgia and the law degree at Georgetown University. Patent Office Career. He entered the Patent Office about 1890 and became assistant commis- sioner of patents in 1914. He served as commissioner of patents from 1917 to 1920 when he resigned to become affiliated with Mark & Clerk. Mr. Newton was well known among patent_attorneys for his compilation of a digest of Patent Office trade- mark decisions. He was a member of the American Patent Law Association and Chi Phi Fraternity. A Masonic jewel which was present- ed to the chaplain of Lodge 93 of En- niskillen, Irish Free State, 93 years ago, has been found in a box of mis- cellaneous articles in a local auction store. FRANK WILLIS GROGAN, 71, designer of the Massachusetts, the Indiana and the Oregon of the famous White Squadron of the Spanish-American War, will be buried in Rock Creek Cemetery to- morrow after services at the Hines funeral ‘chapel at 2 pm. Rites at the grave will be conducted by the Semper Paratus Lodge of Masons. Mr. Grogan died yesterday at the home of his son, Harley H. Grogan, 806 Van Buren street. A native of Portsmouth, N. H, Mr. Grogan first came to Washing- ton as a designer in the Navy De- partment in 1883. After the World War he served as chief technical adviser for the United States Gov- ernment in its settlement of claims by German owners on vessels in- terned during the war. Besides Harley H.
