HARBIN, Manchuria, March 14— The advance guard of Japanese rail- waymen began to arrive here today, preparing to take over the Chinese Fastern Railway when agreements be- tween Soviet Russia and ‘the Man- choukuan government are formally signed«at Tokio in 10 days. The South Manchuria Railway, to which the Manchoukuan government has entrusted entire control of the line, is moving nearly 3,000 railway- men, administrative, maintenance and operating staffs, into the district to take over operation from the Russians promptly March 23. Military leaders indicated transfer of the Chinese Eastern Railway will result in a considerable increase in the Japanese regular forces in North Manchuria.
