His death was the result of a heart ailment, During the legal battle over the 94 ships interned in American ports dur- | ing the World War, Mr. Grogan, who | had been with the Navy Department since 1881 as a surveyor. was called in as a technical expert and his testi- mony was instrumental in reducing | Gregan, he was born at Portsmouth, N. Following the termination of the exposition, he re- turned to the Navy Department. Mr. Grogan acted as superintendent of the hull division of the Fore River Ship & Engineering Co. at Quincy, Mass,, from 1899 to 1904, where many naval vessels were bullt. Re-Entered Navy Department. He entered Navy Department work again in 1923 as surveyor of ships in laid-up classification, and was as- sociated until recently in this work. Mr. Grogan was a Mason, a member of the Society of Naval Architects and Marine Engineers, the Pennsylvania Academy of PFine Arts and the Na- tional Geographic Society. Surviving are two sons, Harley H., at whose home he died; Earl 8, and a daughter, Mrs. William G. Houck of Collingswood, N. J.
