They're Washable! . e Bl CREDITON EARNE INCOME EXPLAINED Taxpayers’ Inquiries Bring Clarifying Statement by Revenue Bureau. | By the Associated Press. | Officials of the Internal Revenue ceived more inquiries from income tax- payers on the “10 per cent earned | income credit"—a new feature this year—than on any other provision of the law. To alleviate the headaches of citi- zens struggling to prepare their re- turns before the deadline Friday midnight, an official offered this ex- planation of the puzzling section: A married man has received a salary of $4,000. From this he deducts the $50 he paid in State and miscellaneous taxes, and $100 he gave to charity or charged off as “bad debts.” Subtracts 10 Per Cent. This leaves him a net income of $3,850, on which the new clause per- mits an exemption of 10 per cent, or $385. He subtracts the $385, leaving $3,465. Then he subtracts personal | exemptions of $2,500 because he is married, and $400 because he has a dependent child, leaving $565. On the $565 he pays a tax of 4 per cent, or $22.60. If he had not deducted his taxes and his charitable contributions, he could have figured his “earned income credit” on the basis of the entire $4,000 salary, instead of $3,850. The new law defines “earned in- come” as wages, salary, fees of doc- tors and other professional men, or any compensation for personal serv- ices. Profits Not Included. In other words, the 10 per cent de- duction would not apply to the $2,000. However, if the taxpayer was in a | business where “both personal services and capital are material income pro- ducing factors,” he could list “not in excess of 20 per cent” of his profits in addition to his salary as “earned income.” Puzzling Clause Explained. Perhaps the most puzzling sentence of the new clause is this: “If the taxpayer’s net income is not more than $3,000, his entire net in- come shall be considered to be earned net income, and if his net income is more than $3,000, his esrned net in- come shall not be considered to be less than $3,000.” It means that a man with a $2.000 | salary. who received another $500 in such “unearned income” as the sgle of property or interest on bonds, could use $2,500. or his entire “net income™ up to $3,000, to compute his 10 per cent ‘‘earned income” credit. And if the man on the $2,000 salary has a “net income” of more than $3,000, he can use $3,000, rather than $2,000 as the figure for the “earned income” deduction. The clause sets a limit of $14.000 on “earned income” which can receive the benefit of the credit, so the tax- payer whose salary is higher must be content with a deduction of $1,400. Incidentally, the “earned income” credit can’t be applied to surtax pay- ments, which start at $4.000. JURY HOLDS TRUCK FATALITY ACCIDENT Man, 59, Died as Result of In- juries Suffered in Boarding Trolley. A coroner's jury yesterday after- noon gave a verdict of accidental death in the case of William Bright- well, 59, colored, of the 2600 block of Stanton road southeast, fatally in- jured last Friday afternoon when struck by a truck while preparing to board a street car on Nichols avenue near Stanton road southeast. The verdict exonerated William R. Myers, 47, colored, of the 2800 block of Bruce place southeast, driver of the truck. Although suffering from a skull fracture, Brightwell, according to the police report. appeared to be not seri- ously hurt immediately atter the ac- cident and was taken to his home. On Saturday, however, he complained of pains in his head and was taken to Casualty Hospital, where he died Sunday. .
