"The constitution of years, the South- | east Washington Citizens’ Association ; received its first amendments last night | at the assoclation’s final meeting of the | season in the southeastern branch of | the Public Library. The next meeting | will be held the last Tuesday in Sep- tember. Under the provisions of the new document, which was drawn up by a. committee of which C. D. Degman is! chairman, all members three months | in arrears in the payment of their | dues will be automatically dropped from | the association as will the committee | chairmen who fail to attend three con- | secutive meetinas, The Executive Committee was in- structed by a vote of the members to urge the adoption of a 2-cent-a-mile passenger rate by all railroads running into this city. This action was partic- ularly formed to take effect during the 1932 George Washington Bicentennial celebration, but was asked to take ef- fect during the entire future. Articles which have appeared at various times in The Washington Star dealing with southeast problems were commended by members of the asso- ciation in a letter crdered sent to the editor. New bids from construction com- panies for the erection of an inciner- ator at Second and O streets south- . east will be asked after July 1, it was . announced. Announcement was also ade of a joint outing cf the Congress li‘:rmt-'l‘euher Assoclation and the \'ederation of Citizens' Associations at which time the District officials will be_invited to attend. Six new members, all residing in the 800 block of Kentucky avenue south- east, were accepted. They are Llori E. Durier, R. A. Chambliss, William J. Jones, Mrs. D. H. Alsop, Mrs. A. S.
