PEACETINE RFLE TRAINING STRESSED Infantry Still Will Be Army| Backbone in Future Wars, Payne Declares. ‘The Infantry will continue to be the backbons of the American Army in any future war, just as it has in the past, Assistant Secretary of War Payne last night told the directors of the. American Rifle Association at their sixtieth an- nual dinner at the Mayflower, which climaxed a business meeting. His speech was one of a group in which the necessity for rifle training in peacetime was emphasized as an im- portant corollary to wartime prepared- ness. In the future, Infantry may - be brought up from rail heads in motor trucks and transferred to tanks, or may even be rushed to the scene of action by aircraft, “but I can conceive of no future development that will nullify the supreme power in the hands of a good rifleman,” Mr. Payne insisted. He praised the asociation for its ef- forts both to stimulate interest in rifle shooting and in opposing restrictive legislation aimed against this class of, firearms, Legislators Speak. In & similar vein, Representative Maas, Republican, Minnesota, spoke of the need of eivilians trained in the use of the rifle, declaring that the best guarantee of peace is preparedness, while Senator Hawes, Democrat, of Mis- souri, Who was clected a director of the association to succeed the late Stuart take guns from the citizens is to issue &n insurance policy to crooks against dhe honest citizen. Hawes blamed Eaclflsuc and anti-gun legiclation agita- on on_“spinsters and sissies.” Joseph E. Corrigan, chief magistrate ©f New York, in a talk on anti-fire- grm legislation, described New York's Bullivan law to bar possession of fire- arms as “an absolute and flat failure,” guoting the increase in homicides in New York since the passage of the law. The directors at their buisness meet- Ing decided not to enter a team in the international free rifie matches this year, although this country won the free rifle championship last year. The Iree rifle is not popular in this country, 3t was explained. Crowell Re-elected President. It was decided to enter a team in the Olympic rifie matches next year. ‘The usual Olympic rules will govern the selection of the team, which will mean that the candidates will most likely come from schools and colleges, where the shooters have never partici- pated in matches in which money prizes were offered. Benedict Crowell, Cleveland, Ohio, ‘was re-elected president of the associa- tion. Other officers re-elected were Maj. Gen. F. C. Ainsworth, U. 8.
