- LAWMAKERS STUDY BUDCET REDUCTION Tax-Dollar Savings Are to Be Trimmed by Various Legislatures. By the Asgociated Press. NEW YORK, January 31~—With a composite burget of approximately $2,- 000,000,000 from which to trim tax- dollar savings, several thousand State legislators are at work in at least half the 48 States trying to devise means of reducing local government expense. The force of the economy movement varies georgraphically from hot inten- sity to deliberate caution. The saving campaign is most intense in the Middle West—in Iowa, Nebraska, South Da- kota, Kansas and Oklahoma—in terri- tory where the burden of local taxes far outweighs that of Federal taxation. Some States to Increase Taxes. In some States, notably those of greatest population, like New York, Ohio and Pennsylvania, no prospects for local tax reduction are reported California, with a normal State budg:t of $265,000,000,. Teports anticipated in- creases, including $5,000,000 for the State building fund to provide jobs for unemployed. Georgia looks for an in- creased budget and so do Connecticut and Tennessee. ivania reports that Gov. Pin. chot, pledged to a policy of no increase, hopes to hold the budget to normal. Oklahoma leads in proposals for drastic reduction. Gov. “Alfalfa Bill” Murray has promised to cut ad valorem taxes 50 per cent by July 1 through wholesale reductions of salaries and trimming and consolidation of govern- mental bureaus. In Nebraska Gov. Bryan has reduced the salaries of a number of appointive State officials without legislative ac- tion. Gov. Green of South Dakota has proposed a schedule of salary cuts ranging from 10 to 25 per cent for all | State employes and officials. | In some States, where legislators are convinced that budget totals must be | aintained, there are definite moves | toward more efficient reorganizations | and more economic spending. In Maine | a complete new administrative code is proposed, and other States plan to trim | and consolidate specific departments. Several States are planning central nurchasing bureaus in the hope of sav- ng on the cost of supplies. | Burdens to Be Shifted. Generally, in States which find it necessary to increase their budgets for the mext one or two years, the plan is to shift the burden of the new taxes as much as possible, easing the load on | farms and homes and setting up com- modity and sales taxes and special Xcises. ® Several States also plan ex- emptions from license fees for. farm trucks and reductions of auto license fees. in Wisconsin, Gov. La Follette is sponsoring abolition of personal and real property taxes amounting to $4- 000,000 a year, and the substitution of additional income, inheritance and spe- cial taxes. In North Carolina, to relieve taxes on lands, a State luxury tax, a gross receipts tax, and a retail sales teX are propo North Carolina is also memorializing Congress to rebate more than $50,000,000 of the $265,000.- 000 Federal tobacco tax which is col- lected in the State. music hour today at the Y.
