By Radio to The Star. VIENNA, Austria, December 18.— | An important speech by Bduard Benes, Czech_foreign minister, gives a reveéal- ing glimpse of the future world dis- armament conference which Dr. Benes as much as any single man will have brought into being. Botaking to the ‘Congress of the Na- tional Socialist party in Prague, thé agile young foreign minister said that the conference would be called in the Spring of 1932 and would be the larg- est and most important in world his- tory, with at least 60 nations partici- pnun[, represented by some 5,000 dele« gates. Dr. Benes mentioned pubucly for the first time what has come rln erally known, that an enort will be made to make the conference perennial, with a second meeting scheduled for five years after the first. The eonfer- ence will last from six to eight months, according to Dr. Benes. It is said, though not yet printed, that the efforts of the first conference will be confined to limitation of arma- ments at the present level—or per! as the French want, at a higher level than at present—with actual reduction to come only at the second conference five years later. It is generally thought that politic issues like security and revision of treaties will have to be formal items of the agenda. Hints are in the air thu'. Geneva may be too small for such lgl.lnl,lc conference and that Vienna might be chosen. (Copyrisht. 1080.)
