MANAGUA, Nicaragua, October 22— | ’] (] The function of the American electoral mission, which will supervise the Nica- raguan congressional election November 3 2, was explained yesterday by its head, Capt. Alfred Wilkinson Johnson of the United States Navy. “The elections are important,” Capt. Johnson said, “because they represent Nicaragua's second step by its own choosing to insure that those who are to have charge of its destiny shall be freely and fairly elected. “The result of the first step, in 1928, gave the Nicaraguan p:ople their exec- utives, one-half the Chamber of Dep- uties and one-third the Senate. The' result of the coming election will give| another one-third of the Senate and one-half of the Deputies. “The mission's responsibility is to see that qualified voters are properly reg- istered, that those registered have the free opportunity to exercise their rights and that their votes are honestly cast and counted. The mission is not here to make or execute laws for Nicaragua, but to see that the legislative and exec- utive branches of the government— which make and execute the laws—are freely and fairly elected.” Capt.
