PURCHASES NOTED Railroad Buying Is Factor in Improvement of Market Says Review. By the Associated Press. NEW YORK, October 22.—Increased rallroad buying, heavy awards, of structural steel and scattered gains in steel production are favorable develop- ments in an iron and steel market in which pronounced conservatism re- mains the dominant note, Iron Age will say tomorrow in its weekly review of the industry. “Rail urdeu total 71,000 tons,” the review states, “including 45000 tons bought by the Union Pacific, 16,000 tons by the Atlantic Coast Line and 10,000 tons &y the Boston & Maine. The Chicago & Northwestern is ex- ted to close for 30,000 tons before m end of the week, while the Erie is preparing to buy 40,000 tons. ) Equipment Demand Improves. “Concomitant with the current rail- buying movement is a revival of terest in railroad equipment, demand | for which has been at a low ebb for several months. The Baltimore & Ohio has undertaken the construction of 2,000 freight cars and several other Toads are preparing to build or repair their own shops. Special Dispatch to The Star. NEW YORK, October 22.—Bonds moved uncertainly in dull trading to- day. The resumption of the recovery in foreign dollar issues and the ex- pected return of prime issues to their high levels were postponed by addi- tional forced liquidation as stocks broke to record low levels. Otherwise the factors affecting bonds were unchanged. If anything, the foreign situation was more hopeful th in Europe and in South America. Junior rails and semi-speculative in- dustrial domestic bonds were weak under necessitous selling and continued poor earning reports. Convertibles paralleled the slide in equities. High- issues moved downward nar- rowly. Money rates were unchanged and the supply of funds at the market's tlii.’s I remained over-large. Volume el There were no new issues, but a few sizeable offerings are in prospect. lumbia Gas & Electric is expected to announce a $60,000,000 bond issue, which will be one of the major utility financing operations of the year. Japan announced that a government guaran- teed loan of 45,000,000 yen, or about $22,500,000, has been approved by the finance ministry. It will be handled through J. P. Morgan & Co. and affil- iates, but the amount to be floated here is unknown. The Nippon Electric Co. has sold a $7,500,000 issue of 62 per cent bonds, due 1950, to Harris, Forbes & Co. At the same time bond redemp- tions and calls have fallen off in the past few days, owing to the increased nervousness of the last fortnight and the consequent lessening of the oppor- tunity to refund at lower coupon rates. In the high-grade group losses were shown by Frisco “A” 4s, Union Pacific 1st 4s, Chicago, Burlington & Quincy 4s, Standard Oil of New Jersey 5s, Colum-, bia Gas 55 and New York Telephone 419s.
