General discussion of protective real estate measures in the community marked a meeting of the Columbia Heights Citizens’ Forum last night at the Hill Crest Inn, Thirteenth and Girard streets. H. C. Phillips, chairman of a spe- cial committee, submitted a detailed report on the recruiting of community covenants. Twenty-eight blocks have been signed under covenants, the re- port showed, with covenant signers doubled in the past seven months. The covenants are intended to cover 55 blocks in all. The election of officers will be held at the November meeting. Nomina- tion of officers will be made by the mail distribution of nomination blanks. B. W.
