REFUSES PETITION Will Not Disqualify Voter Unless Objection Arises at Registration. ROCKVILLE, Md, October 22—In dismissing a petition to have the name of Elias Russell, colored, stricken from the registration’ books for Laytonsville district, Judge Robert B. Peter decided an interesting point in the Circuit Court_here yesterday. It involved the right of the court to entertain appeals from the action of officers of registration in registering voters at their final session. The de- cision in substance was that the Cir- cult Court is not a court of original jurisdiction in registration cases and acts simply as an appellate court. It is without authority to consider appeals of the character indicated unless it be at the time they were enrolled. ‘The d¢ affects the right of persons refused registration to take their cases to the Circuit Court, provided they do so within the time specified by law.
