By the Associated Press. PARIS, May 23—France yesterday gave a republican constitution to all of mandated Syria except the state of Leb- anon, which already is a republic. ‘The action sets up a regime pre- viously fashioned by the Syrian Con- stituent Assembly, but limits it by re-| taining for France the full authority of | maintaining order, defending the coun- try and regulating foreign affairs. High Commissioner Ponsot, at Beirut, proclaimed the constitution today and will call elections shortly at which all male citizens of legal standing and 20 years old may vote.
