Special Dispatch to The Star. | NEW YORK, May 9.—With the lead- ing airplane pilots and financiers at- tending the Airplane Show in New York this week, and with the sky humming with life, the citizens of the big town lare getting plenty of head-and-neck exercise. - Postmaster General Brown. in attend- jance at the show, says that of the | $19,000,000 appropriated this year for airplane mail pay, probably not more than $7,000,000 will be returned in air- mail postage. To what is this loss of $12,000,000 to be charged? This Gov= ernment_official answers: “Research.” “The Government is making an an- nual investment of about $30,000.000, 0§~ tensibly to aid the aeronautical jndus- try, but fundamentally to expand na- tional prosperity and to insure national security,” says the Postmaster General, and then he adds: “The Government’s ultimate objective is to develop a Nation-wide network of passenger and express alrlines, upon which the transportation of the mails | will perhaps bz only an incidental operation. The expenditure of $30.000,000 a year is not much if it results in the creation of a new major industry in the United States, One airplane enthuslast predicts a | million airplanes will fly the sky lanes by 1940. CLEVELAND, Ohio May 9.—Iron and steel markets have drifted deeper this week into a torpid condition, says Iron Trade Review, Cleveland. Whatever support the automotive industry is lend- ing the situation—and this support con- tinues extremely spotty—is more than neutralized by the apathy of other large consuming groups. A new and discour- aging note is the tendency of some Western railroads to hold back releases on track material. In many respects the markets are displaying the listless- ness characteristic of Midsummer. The price situation grows progressive- 1y weaker and is a factor in inducing sonsumers to restrict their commitments rigidly. Thus far, large producers ap- parently have been disposed to let the weakness run iis course, but there is some opinion that an attempt to stabilize will be made shortly by the formal an- nonncement of new prices, which pre- sumably would recognize some of the current low levels 3 The United States Steel Corporation, whose pipe subsidiary a month ago met shading with an_open reduction of $4 a ton, has done likewise on wire prod- ucts through its steel and wire sub- sidiary, cutting these lines $2 to $3 Plate, shape and bar prices appear to be working below $1.80, Pittsburgh, shough some business, especially in bars, Still is done at that level. Few of the | fiulshed steel lines are untouched by the wave of softness. Pig iron is off 50 cents a ton at Cleveland and St. Louis, wire rods are down $2 and scrap still is easing off. Sensitive to this condition, the Iron Trade Review composite declined 32 cents this week' to $33.96. Not since January, 1027, has the composite moved £0 violently in one week. For 10 weeks now it has receded, and at present is the lowest since the first week of April, 22, 19steelumknm; rates attest the dull market. For the fourth consecutive week Steel Corporation subsidiaries are unchanged at 80 per cent. Finishing mill rates at Youngstown are off slight- 1y, to just below 70 per cent this week. At Cleveland, they have declined from 85 per cent to 79, and at Buffalo from 70 per cent to 68. Chicago rates are little changed at 90 to 95 per cent, and Pittsburgh at 75. 5 Statistics on April pig iron and steel ingot production reflect the difficulties of producers in matching shipments with incoming business. Pig iron was produced in April at a daily rate of 106,418 gross tons, fractionally higher than the 104930 tons of March and comparing with 122,106 tons last April. Last month was the fourth consecutive one to record a gain in the daily rate, but the fact that on April 30 only 182 blast furnaces, or two less than on March 31, were in blast, may indicate & reversal in May. Steel ingot production turned down- ward in April, the daily rate of 159.358 gross tons comparing with 164,961 tons in March and being the lowest since January. Last April ingot production, at 189,024 tons, also declined from March. but it came back in May to set an all-time record. April's total of 4.143,312 tons brought the four-month total to 16,286,718 tons, or 14 per cent below the 18,812,637 tons of a year ago. Steel making has averaged 80 per cent of capacity thus far in 1930, con- trasted with 93 per cent a year ago. Other States which will receive $3.- 000,000 or more from the Federal Gov- ernment for the same purpose during the next fiscal year are Wisconsin, Min- nesota, Michigan, Kansas, Iowa, In- diana, Georgia and Ohio. Billions of dollars have beer spent 9x%, 1 since 1920 on roads in the United States—more than has been spent on all of the roads of Europe in the last 50 years—yet still more billions will be Spent in the next 10 years, According to the United States De- partment of Commerce, the world has 1 6,582,000 miles of road of all kinds, of which 3,574,000 are in the United States. Paul Block, newspaper man, after giving $100,000 recently to Yale Univer- sity for a survey in the field of journal- ism, made the statement that the news- paper, from the standpoint of useful re- search and education, has only begun its work. “The courses in journalism are not intended to be a school of journalism,” | said Mr. Block. “They are intended rather to spread an understanding of the place the newspaper occupies in our social structure and how all of its de- partments function.” Mr. Block hopes to show the young leaders of tomorrow how newspapers cover “spot” news, and points out “the important problems in Tlocal, national and international fields.” As a foundation for these activities he particularly emphasizes the import- ance and the necessity of a free press. As A. P. Glannini, the financial giant on the Western coast, retires from busi- ness at the age of 60, the figure of James A. Bacigalupi comes into view.
