Niagara Hudson Power moved within narrow limits despite reports on the floor that the stock soon is about to oe transferred to the New York Stock Ex- change. Utility executives understand Niagara Hudson and Consolidated Gas will be combined. Slight, seasonal declines occurred. in rosin and turpentine, but these were more than offset by a further seaional advance in petroleum and gasoline. AYERS. 1 Cable Dispatch to The Star. pe A, Panama Canal Zone, April 22.—Hope for favorable oil legislation in Colombia, where millions of United States dollars have been sunk with, as yet, comparatively minor success, is centered upon Dr. Enrique Olaya Hetrera, Minister to Washington, who will return to Colombia within a few months to be inaugurated President. He arrived in New York aboard the S. §. % | Ulua on Sunday from Cristobal. executives passing through here * | describe the situation in Colombia sinee 1926 as hlvlng been nothing short of chaotic. h succeeding administra- tions ofl llfl!llflvn has become incroas- ingly disadvantageous. When the last Congress spent weeks quarreling over oil laws, but offered no relief, the Gulf Ol Co., which was said to have expended $7,000,000 on its con- cessions, closed lock, stock and barrel and withdrew from the country, tem- porarily at least. The Tropical Oil Co., reputed to. have sunk approximately $100,000,000 in its wells near the Mag- dalena River front, continues to oper- ate in the face of constant attacks from the press and Colombian poli- ticlans. Shortly before his departure from Balboa, Dr. ya Herrera cabled 1 'nempc. mnu.nem Bogota newspaper, that he had requested all oil legislation be helfl in abeyance until his adminis- tration is inaugurated. Known to be {avorably inclined to United States cap- ital, it is considered probable that Dr. Olaya Herrera may be able to bring order out of the turmoil. Executive decrees during the past several years have established almost prohibitive operation taxes-on oil com- panies and have given the Colombian government dictatorial rights to cancel concessions. Despite Dr. Olaya Herrera's good in- tentions, it generally is believed that he will have a difficult road ahead of him in Colombia, where he already is being called by certain eiements a Washing- ton-trained “Yankee Petrolero.” +(Copyright, 1930.) o Official Is Transferred.
