JAPANESE BALLOT ON MINSEITO RULE Bitterly - Fought Campaign Centers on Domestic Economic_Issues. : By the Associated Press. TOKIO, Pebruary 20.—Balloting open- ed throughout Japan early today in the general election which will decide the fate of the present Minseito govern- ment, headed by Premier Yuko Hama- | guchi. The prime minister dissolved the Im- perial Parliament January 21 and ap- pealed to the electorate for a mandate | to continue in office, for approval of its program of drastic national economy and of its recent restoration of the gold | standard. In the last Parliament the opposition | party, the Seiyukai, had 237 seats of the total of 466, with the Minseito plny holding only 173. It was generally predicted that the | Minseito would gain a substantial plu- rality and possibly an absolute majority. 839 Are Contestants. A total of 839 candidates are con- testing for the offices. The Minseito party had 355 candidates, the Seiyukai 305, the Proletarian or Labor groups 95, with 84 others divided among the in- dependent parties. The latter have been divided among themselves and are un- likely to increase their bloc much above the 7 seats held in the last House of Representatives. A few small parties are likely to return from 1 to 4 mem- bers, while among the large sprinkling of independent candidates from 20 to 30 are usually elected.
