The regulations have, therefore, been modi- fied so as to provide that transfers be- tween various branches of the service may be recommended by corps area commanders to the War Department in the lowest grade of the respective branches without regard to the posses- sion of a certificate of capacity. Trans- fers recommended under this change will not apply in the cases of trans- fer to the Air Corps Reserve, the Chaj lains’ Reserve, the Judge Advocate General's Reserve, or to any section of the Medical Department Reserve. Trans- fers from the Specialist or Auxiliary Reserve are also exempted from the benefits of the change. Officers of the branches mentioned will, as in the past, be required to obtain a certificate of capacity for the branch in which ap- pointment may be desired. The suspen- sions of appointments in any particular branch are waived at the time a trans- fer is recommended in accordance with the new regulation. _ Capt. Ramsdell, 81, Aided Develop- ment of Fuel Industry. NEW _YORK, December 28 (P).— Geom D. Ramsdell, credited with hav- ng been one of the first men to begin develomn: the gas industry, died of pneumonia yesterday. He was 81 years old. In 1863 his efforts to organize a central heating plant in Vincennes, Ind., led to his being made manager of the Citizens’ Gas Co. of Vincennes. In 1890 he became general manager of the American Gas Co. at Phila- delphia. He organized and became president of the Ramsdell Inverted Gas Lamp Co. in 1905. He was senior member of the head- quarters staff of the American Gas Association, which he had been instru- mental in’ organizing. For 25 years he was secretary of the Society of Gas Lighting and at one time was pres- dent of the Western Gas Association and the American Gas Light Associa- tion. He was born in Providence,R.I.
