MUELLER DESTINY | DEEMED UNSETTLED éhancgflor’s Changes Fol- Jowing Schacht Demand . Called Palliative Only. [}{ +BY Radio te The Star. ! BERLIN, December 28.—The govern- | fnent's capitulation to Dr. Hjalmar | Bchacht has gravely endangered the £abinet, <Pinance Minister Hilferding has re- | Bigned to protest against “outside inter- ference,” and his state secretary, Popitz, Who has been chief advisor of all finance finisters since the stabilization of the furrency, followed suit. ‘A struggle for the vacant post was threatened, but Chancellor Mueller ad- Justed matters quickly by naming Herr Moldenhauer, former minister of eco- nomics, as finance minister. Molden- + hauer belongs to Stresemann’s Peoples party, He is regarded as a level-headed | man, experienced in economic affairs, but he will first have to orient himself in financial policies, and it is doubtful Whether the present urgent problems | Wwill leave him time for this. | Naturally, Chancellor Mueller had to | appease the Socialists for the loss of the | finance post, and he named as Molden- hauer’s successor in the post of minister | of economics Robert Schmidt, a mod- erate labor leader with economic train- ing, who once held the same portfolio. Socialists Embittered. 'Thus the cabinet is again complete and will be able to go to the second Hague conference to join its reparations creditors in into effect. But the government's fate is still un- certain, even though the new men measure up to their jobs. The Social- ists are embittered over the action of . Dr. Schacht, the Reichbank president, and the parties of the Left Wing, which from the beginning have regarded co- Operation with the bourgeos parties ith suspicion, will now bend every ef- putting’ the Young plan fort to force the party back into op- position, in order to avoid such un- pleasant experiences in the future. There will be no lack of points for tion in the eoming months. The Reichstag has adopted, at Dr. Schacht's demand, a law providing for the accu- mulation of an amortization fund of 450,000,000 marks during 1930. But the so-called immediate program will bring in only about 200,000,000 marks. The balance must be obtained either by new taxes or by econo The People's party, which is a coa- | *lition of the Right wing, demands econ- omies, but these would have to be at the cost of social expenditures, against which the Socialists are the most strongly opposed. And if new taxes are decided upon, then the question of +what shall be taxed higher will give Tise to bitter disagreements. Mueller Dignified in Crisis. ‘To be sure, there could be one solu- tion: The difference between the pay- ments of the Dawes and Young plans could be used for amortization. But it has long been planned to use this automatic reduction in reparation pay- ments for the reduction of some espe- cially oppressive taxes, and it would be very difficult for the bourgeois parties to disappoint these expectations alto- gether. Furthermore, nobody can tell how much will remain of the Young plan ‘savings if the 1930 budget is carefully drawn up so that the government will not be surprised by some new deficit. ‘The steadily increasing difficulties of the economic situation will undoubtedly bring a heavy decrease in receipts from faxes. Chancellor Mueller, by his dignified attitude throughout this crisis, has won increased respect from all parties, but he is still handicapped in energy by his recent illness. It is a question whether he will be able to surmount the gi- gantic difficulties and hold the gov- | emment together after The Hague con- ference. It is a question, too, whether that conference will not itself bring new difficulties. An overwhelming majority of the German people rejected Alfred Hu- ‘genberg’s_nationalistic proposal to re- ject the Young plan in the past week'’s Teferendum, and one can only hope that the road to consolidation will not be endangered by internal quarrels among government blocs, which have plainly assumed disquieting proportions. (Cop 1920.) ARRESTS FOLLOW .FIXTURE REMOVAL Elmer H. Catlin, proprietor of an electric fixtures store at 1324 New York avenue, and W. R. Hayes, an employe at the store, were arraigned in Police Court yesterday on charges of depre- dations of private property. It is alleged that they entered the Brighton Hotel and took fixtures off the wall when a check in payment for them was 'turned down. Catlin and Hayes were arrested yes- terday afternoon by Headquarters De- tectivs Howard E. Ogle on complaint of William P. Doing. of Doing Proper- ties Inc., which bought the hotel from the Wardman Corporation, September 10. ‘The evidence showed that Doing sssumed & debt of $69.75 from the former owners when he tm&aver Y'.hr roperty. This was for Ing fix- ?uru installed by Catlin. He testified that he later had Catlin install $204 worth of fixtures in addition. He told Judge Ralph Given that because of financial difficulties he did not have the ready cash to pay for the fixtures when the bill was rendered, but promised to settle it by the first of the year. Catlin is said to have sent Hayes to the Brighton under orders to take the fixtures. This was done. ‘The defendants were represented by Judge M. M. Doyle, who admitted the truth of all the material allegations sgainst them. He claimed they should not be prosecuted because of a color of right to the fixtures. Judge Given ordered a continuance until January 3 to aliow the counsel for the defense and Assistant United States Attorney Charles Murray to present authorities on the legal point.
