24 HOOVER URGES U. S, TOKEEPPACE INAR President Submits Report of Aeronautics Advisory Group to Congress. Despite the great progress in aero- nautics in this country during the past year, the best efforts of America are needed to keep pace with other pro- gressive nations in the science of aero- nautics, President Hoover stated in sub- mitting to Congress today the fifteenth annual report of the National Advisory Committee for Aeronautics, the Nation's foremost aviation research body. “I concur in the committee’s opinion that progress on the two outstanding problems of increased safety and de- costs necessitates continuous scientific research on the fundamental problems of flight,” the President said in nis letter of transmittal. “To this end, enlarged facilities are being pro- vided at the committee’s laboratories at Langley Field, Va.” Fills Transportation Need. ‘The most significant fact in the prog- Tess of aeronautics during the past year, the committee report shows, is that the airplane has found a place in the trans- portation needs of the country. Its accelerated development as a military ‘weapon during the World War gave promise of its ultimate successful use for business and pleasure, the report continued. “An ensuing decade of scientific re- search, of military experimentation and of earnest study and application of fun- damental principles of aerodynamics,” it is stated in the report, “and we now witness the airplane used regularly with | increasing safety and efficiency, on a growing network of airways, carrying more and more passengers, mail and merchandise, at steadily decreasing costs.” ‘The great interest of American youth in aviation today indicates that the ris- ing generation may use the airplan “as naturally, although perhaps not generally, as we use motor cars toda; the committee says. The present tem- | porary overexpansion in certain phases of the aircraft industry is held to be We will gladly cash your Christmas Save ings Checks. “but characteristic of new and promis- ing industries in America.” ‘The factor that has cofitributed most to the improvement in the airplane it- self has been the direct assistance of the Federal Government during the past 10 years, the committee declares, while other governmental activities have served to pave the way for greater de- velopment in commercial aviation in America, “uninfluenced either in nature or extent by direct cash subsidies.” Urges Naval Air Program. The committee recommends firm support by the President and Congress of the present Navy rigid airship de- velopment program, holding that air- ships have great potential value for military purposes, chiefly as naval scouts, and that there are great - sibilitles in the use of rigid airships for commercial purposes, as demon- strated by the round-the-world flight of the Graf Zeppelin. The major problems contemplated for study or now under investigation by the committee are concerned with some phase of the general subject of safety in flight, the committee stated. The most important of these are the studies of airplane spinning, low-speed control, stability and load distribution under various conditions of flight. A second group of ‘studies of almost equal importance is concerned with problems of aerodynamic improvement of the airplane by reduction of drag or wind resistance. A third group is concerned with problems relating to general de- sign and operation, such as landing and taking off, local loading on wings, propeller characteristics and prevention of ice formation. Cost Reduction Is Sought. The great economic problem con- fronting aeronautics today is the cost of air travel, the committee holds, de- claring that costs must be reduced to a competitive basis with other forms of transportation. By the Associated Press. NEW YORK, December 5—A Fed- eral jury yesterday convicted James J. Otto, former partner in the Albany base ball and stock market pool, charged with perjury for having given false testimony last February before the grand jury which was investigating the affairs of the pool. Otto was accused of giving false and evasiveé testimony in an effort to con- ceal the identity of “higher ups” alleged by the Government to have been con- nected with the Albany pool.
