MELLON EXPLANS | PLAN FOR TAX CUT! Secretary Broadcasts His! Recommendations to Con- gress on U. S. Finances. An innovation in broadcasting was introduced by Secretary of the Treasury Mellon last night, when, only a few hours after his annual report had been submitted to Congress he spoke over WRC_ and the National Broadcasting Co. Chain, briefly to review his finan- cial lrecnmmcndlflons for the American people. Mr. Mellon outlined the proposal to reduce by $160,000,000 the tolls col- lected from millions of citizens in cor- poration and normal individual income “axes. and explained that the Treas- ury piarc €0 issue a new type of short- | term security. He related that the French govern- ment had ratified the agreement for refupding its war debt and that it shortly would come before Congress for ratification. Settlement of the Austrian debt, he added, has been authorized and the Greek debt settled, ending the long negotiations looking to settlement of the war debts. The Secretary reviewed the work of the Federal Reserve Board, saying that it had sought to guard against an un- due extension of credit through specu- lative channels and to conscrve credit resources to meet future requirements of industry and trade. He added that its prompt action during the recent decline in security prices, coupled with its strong position, were important fac- tors in relieving the strain. “In banking, as in other enterprises In this country,” he said, “there is in- | creasing evidence of a movement toward larger operating units. * * * The time has come when it would seem wise 10 undertake a_ thorough study of the situation with a view to determining the soundness of the present-day ten- dencies, and more particularly the limits of the economic areas within ! which ®branch banking may be advan- tageously permitted.” Mr. Mellon touched briefly upon pro- | hibition, asserting that the operations of the Treasury Department in its en- forcement were becoming “stable and | 1ore effective.” “The activity and co-operation of Me several bureaus engaged in these oerations are making the business of tiolating prohibition laws more diffi- hilt and hazardous,” he said.
