= 1S ABOR GANS TONEAR MILLO Membership Has Increased 750,000 Since Last Convention. ‘When the executive council of the American_Federation of Labor meets in Atlantic City Thursday it will have be-! fore it figures showing a gain of ap- proximately 750,000 members during the nine months that have elapsed since the last convention. It a proportionate rate of gain is maintained during the three months remaining before the annual conven- tion to be held in Toronto, the growth for the year will be a round million members. At no time in the history of the federation, except during the World War, has there been anything like this year's rate of membership gain. Present Strength 3,500,000. Secretary Frank Morrison puts the present membership at 3,500,000. As usual, this means dues-paying members and exempts those who retain member- ship but are not paying dues for one reason or another. Various interna- tional unions have various reasons for exemptions from dues. Among these are unemployment, lockouts, strikes and superannuation. At all times the mem- bership, officials point out, is actually larger than the published figure. "The membership has not been above 3,000,00 since 1923. The peak of & trifle over 4,000,000 was reached in 1920 after an upward surge that had been rapid and constant since 1918. With 19%1 the post-war slump set in, cmn‘ the membership down to & })oin! wel under 4,000,000, while 1922 ound the federation with a membershlr of only a little over 3,200,000. Since that time there has been no great movement up or down, though there has been steady rise since the bottom was reached in 1926. That goal will not be reached and the cold figures may not show a million members gained. They will not show quite three-quarters of a million gained thus far, but the true figures, allowing for various ex- emption from dues, probably will Tep-| Tesent a real census of the federation’s membership. No Spectacular Drives. There have been no spectacular mem- bership drives with the ‘exception of the drive to organize Southern textile work- ors, but & large amount of quiet and almost routine organizing work has been performed. Federation officials point out that the gain in membership | 15 largely made up of additions like those made by the machinists, who have gone about organizing work during the year in such a manner as to accom- plish what veterans regard as little less ihan a marvelous result, though this has been done with no brass bands ai no great public clamor. Not only has the position of the mac! proved in railroad shops, been strengthened materially in other branches of the trade. Most of the building trades have made real gains during the year. ‘The increase in total membership is con- sidered the more remarkable in the face of the fact that some unions have lost since the last annual report. In addition to the membership figures which Secretary Morrison will have for the council, that body will be confront- ed with the task of formulating prac- tically all of its annual report, dealing with every subject in which labor is interested, leaving for subsequent ef- forts only those matters that are in such a process of change that no final report can now be made. Politics to Be Discussed. The work of the last political cam- paign will be before the council for the formulation of a report. which, if precedent is followed, will include Trecommendations for future political efforts. There is reason to believeq that the executive council will find satisfac- tion in surveying the result of its ef- forts in the last campaign. Earlier tab- ulations of congressional results are known to have given the federation cause for gratification, It is not evi- dent that any change in policy will be recommended. 1f Vice President Matthew Woll lays before the council an issue over which he has been much concerned, the coun- cil will have something to say relative to the great and growing movement of American industries to foreign coun- tries. Mr. Woll points to some 150 large corporations that have built branch plants abroad and it is his point that this movement has stopped a large vol- ume of employment in America, creat- ing & like volume in other countries. There is every reason to believe that the review of legislative activities, in- cluded in every ‘annual report, will con- tain s verdict that in this respect labor has had s successful year. It is known that it will recall no great defeat, even if it does mot contain s record of suc- cess concerning that injunction bill, which labor had hoped, above all, to have enacted.
