A second five-year school building pro- gram calling for expenditures totaling $5,750,000 and designed “to continue and extend the purpose of the first 5- | year school building act for another five-year period” in order to provide the District with adequate school facilities, was approved by the Board of Educa- tion at its regular meeting in the Franklin Administration Building late yesterday afternoon. ‘The draft of the proposed bill, as it was prepared by the School Board's legislation committee, under the chair- manship of Henry L. Gilligan, was ordered transmitted to the District Commissioners for their presentation through the Bureau of the Budget to the current session of Congress. Ballou, superintendent of schools, pointed out that while the first program authorized the expenditure of $20,185,000, only $11,869,250 had been appropriated as through June 30, 1929, leaving to date, $8,315,750 yet to be appropriated to complete the first pro- gram. Certain sav- ings through lower costs of construction and change of conditions since the first program was drafted, Dr. Ballou said, would total $1,325,000, leaving a net balance to be appropriated under the first act of $5,030,750. This figure, added to the $5,750,000 as estimated cost of the program, furnishes the grand total of $10,780,750 needed for the schools by June 30, 1935. Some Items Debatable. ‘This figure conicides with the state- ment of Dr. Charles F. Carusi, School Board president, at the conference a week ago between the school authorities and citizen group representatives, to the >ffect that $15,000,000 would be required to bring the local school system up to |date. Dr. Carusi declared then, how- |ever, ‘ that since many of the items | which made up the $15,000,000 total | were “debatable,” any one who knows | anything about the situation knows |that at least two-thirds of that total represents a minimum of actual and pressing needs.” The second five-year building pro- gram includes, in brief, 7 additional | elementary school sites, 16 elementary | school buildings, 2 junior high school | sites, 2 junior high school buildings, 5 | junior high school building additions, | 3 senior high school sites and building | additions to an already existing senior | high school. In addition to these items, | the program includes a number of play- | ground sites and several parcels of land | for additional construction at present | elementary school buildings. While the items as a whole are located in widely separated regions of the Dis- trict, the greatest efforts to obtain re- lief appeared to be in the first division, which embraces the Chevy Chase area. This school division alone would receive four mew elementary school buildings and sites for two such structures. Purposes Are Stated. In the bill which the Board of Educa- | tion seeks to have presented to the present session of Congress, so that it may become effective to cover the years from July 1, 1939, to June 30, 1935, it is clearly stated that the purpose of the | new act is to provide adequate school | facilities for the District.
