An arrangement under which it is believed foreign-born Canadians now commuting across the border to em- ployment in the United States will be able to adjust themselves to American imniigration laws without hardship was announced last night by the State Department after prolonged confer- ences with the Labor Department. The situation as it now stands is un- derstood to be satisfactory to the Ca: nadian government.
